Award a Contract to Steve Dovali Construction in the amount of $976,329.45 to construct well site improvements at Pump Stations (PS) 250A, 236A and 52A (Citywide)

Staff recommends Council award a contract in the amount of $976,329.45 to Steve Dovali Construction to construct well site improvements at PS 250A, 236A and 52A; and authorize the Director of Public Utilities or designee to sign all documents on behalf of the City of Fresno.
EXECUTIVE SUMMARY
The Department of Public Utilities, Water Division, solicited contractor services to construct well site improvements at PS 250A, 236A and 52A. Steve Dovali Construction was found to be the lowest responsive and responsible bidder with a bid in the amount of $976,329.45. This project will construct improvements needed to bring the new water supply wells drilled at each site to an operational state.
BACKGROUND
The Water Division maintains a network of some 260 plus municipal water supply wells that provides 88% of the City’s potable water. New wells are required to meet new demands, replace wells that have reached the end of their useful life, or assist in remediating water quality issues. The proposed well site improvements are necessary for new water wells that will augment lost production when older outdated wells in the area are decommissioned.
The well lots have been previously secured and the production wells have been drilled for these projects. The rest of the site improvements are needed to make the pump stations operational and comply with the Conditional Use Permit requirements.
The Water Division solicited contractor services through the bidding process. A notice inviting bids was published in the Business Journal and posted on the City of Fresno website on December 18, 2015. Project plans and specifications were distributed to fifteen prospective bidders. Two sealed bid proposals were received and unsealed in a public opening on January 12, 2016. Steve Dovali Construction submitted a bid price in the amount of $976,329.45 and staff determined it was the lowest responsive and responsible bidder. The Staff Determination of Award was posted on the City of Fresno website on February 4, 2016. The price submitted is 0.37% below the Engineer’s Estimate of $980,000.00.
ENVIRONMENTAL FINDINGS
Initial studies and Mitigated Negative Declarations were prepared for PS 250A, PS 236A and PS 52A. They were adopted on August 17, 2012 for PS 250A, and on October 19, 2012 for PS 236A and PS 52A. Construction of Water Well Pump Station No. 250A will be on .36 acres located at 4701 North Effie Avenue P/S. The proposed pump station facility will pump groundwater into the City's municipal water distribution system and has been configured to use water remediation tools such as an iron manganese filtration system, a Granular Activated Carbon treatment system and/or an air stripping tower. The pump station facility is being constructed in three phases. The subject property is zoned R-A (Single Family Residential Agricultural) and is designated for general heavy commercial planned land uses by the 2025 Fresno General Plan and the Hoover Community Plan
Construction of Water Well Pump Station No. 236A will be on .4 acres located at 765 East San Jose Avenue P/S. The proposed pump station facility will pump groundwater into the City's municipal water distribution system and has been configured to use water remediation tools such as an iron manganese filtration system, a Granular Activated Carbon treatment system and/or an air stripping tower. The pump station facility is being constructed in three phases. The subject property is zoned R-P (Residential and Professional Offices) and is designated for commercial office planned land uses by the 2025 Fresno General Plan and the Hoover Community Plan.
Construction of Water Well Pump Station No. 52A will be located on approximately .54 acres at 3758 North Ninth Street P/S. The proposed pump station facility will pump groundwater into the City's municipal water distribution system and has been configured to use water remediation tools such as an iron manganese filtration system, a Granular Activated Carbon treatment system and/or an air stripping tower. The pump station facility is being constructed in three phases. The subject property is zoned R-A (Single Family Residential- Agriculture) and is designated for medium density residential planned land uses by the 2025 Fresno General Plan and the McLane Community Plan.
This approval is to implement portions of those projects.
An analysis has been performed pursuant CEQA Guidelines § 15162 to determine whether subsequent environmental review is required for construction of PS 250A, PS 236A, and PS 52A. Based upon this analysis the following findings are made to support the determination that no subsequent environmental review is required:
1. No substantial changes are proposed in the projects which will require major revisions of the previous Mitigated Negative Declarations due to the involvement of new significant environmental effects or a substantial increase in the severity of previously identified significant effects. In this case, no changes to the projects are proposed.
2. No substantial changes occur with respect to the circumstances under which the projects are undertaken which will require major revisions of the previous negative declaration due to the involvement of new significant environmental effects or a substantial increase in the severity of previously identified significant effects. In this case, no substantial changes have occurred.
3. There is no new information, which was not known and could not have been known at the time of the previous Mitigated Negative Declarations, that the projects will have significant effects not discussed in the Mitigated Negative Declaration.
Based upon these findings, it has been determined that no further environmental documentation is required for these projects.
LOCAL PREFERENCE
Local preference did not affect the award of this contract since the low bidder qualifies as a local business according to the Fresno Municipal Section 4-108(b).
FISCAL IMPACT
These projects will not have any impact to the General Fund. Funds for the construction of these projects are included in Water Division’s FY 2016 Capital Improvement Program budget within the Water Enterprise Fund (40101). The construction of replacement water wells was included in the water rate model used to create the five-year utility rate plan and subsequently adopted by City Council on February 26, 2015. No additional funding is required for these projects.
