Action pertaining to the design of the Recycled Water Transmission Main along Madison Avenue, Valentine Avenue, Whitesbridge Avenue and Brawley Avenue (Council District 3 and Fresno County)

RECOMMENDATIONS
Staff recommends that City Council appropriate the project funding, award the Professional Consultant Services Agreement in the amount of $415,307 and a contingency of $5,000 with Provost & Pritchard Engineering Group, Inc., a California Corporation, for the design of the Recycled Water Transmission Main along Madison Avenue, Valentine Avenue, Whitesbridge Avenue and Brawley Avenue and authorize the Director Public Utilities or designee to execute the Agreement on behalf of the City of Fresno.
EXECUTIVE SUMMARY
The Department of Public Utilities request the adoption of the 26th Amendment to the Annual Appropriation Resolution No. 2017-165 and award of the Professional Consultant Services Agreement with Provost & Pritchard Engineering Group, Inc., in the amount of $415,307 and a contingency of $5,000 for the design of the Recycled Water Transmission Main along Madison Avenue, Valentine Avenue, Whitesbridge Avenue and Brawley Avenue. The new recycled water mains will support the delivery of recycled water to a school, right-of-way landscaping, potential residential landscaping opportunities, and facilitate future aquifer recharge at the Nielsen Recharge Basin. Due to the timeliness of this service, it is necessary to have a consultant perform the scope of services because the City of Fresno staffing levels are not available to support this project.
BACKGROUND
In 2009, the State of California adopted a recycled water policy establishing a mandate to increase the use of recycled water in California by 200,000 acre-feet per year by 2020 and an additional 300,000 acre-feet per year by 2030. The Recycled Water Master Plan prepared by the Department of Public Utilities identifies opportunities to assist with compliance of this law by reducing groundwater pumping and replacing groundwater with recycled water for non-potable purposes (i.e. outdoor irrigation, dust control, fountains, etc.). On April 11, 2013, the Council adopted the Recycled Water Master Plan and associated environmental documents.
Consistent with the Recycled Water Master Plan and to enhance the use of recycled water in Southwest Fresno, the Department of Public Utilities intends to design and construct a 16-inch diameter reinforcing recycled water main in West Madison Avenue, South Valentine Avenue, and West Whitesbridge Avenue and a 12-inch diameter recycled water main in South Brawley Avenue connecting to the Nielsen Recharge Basin (see Exhibit A). The new recycled water mains will support the delivery of recycled water to a school, right-of-way landscaping, potential residential landscaping opportunities, and facilitate future aquifer recharge at the Nielsen Recharge Basin.
On August 11, 2016, an advertisement was published inviting Statements of Qualifications for Water Distribution, Sewer Collection, Wellhead Treatment Design and Construction Support Services for a period not to exceed three years. Seven firms submitted a Statement of Qualification package. The submittals received were reviewed by a selection committee and on September 12, 2016, four firms were selected. Provost and Pritchard Engineering Group, Inc., was determined to be one of the four selected consultant firms.
The services required by this Agreement will be completed by December 30, 2018. The contract is for a not to exceed amount of $415,307 paid on a time and materials basis and a contingency amount not to exceed $5,000 for any additional work.
A standardized Professional Consultant Service Agreement has been used in accordance with Administrative Order 4-4 and the consultant’s Certificates of Insurance have been approved by the City’s Risk Management Division. Upon approval by the Council, the Agreement will be executed by the Director of Public Utilities.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this consultant contract for design services does not qualify as a “project” for the purposes of CEQA.
LOCAL PREFERENCE
Local preference was implemented, Provost & Pritchard Engineering Group, Inc., is a local business.
FISCAL IMPACT
This project, which is located in Council District 3 and portions of Fresno County, will not impact the General Fund. The Southwest Recycled Water Distribution System project is identified in the Wastewater Management Division capital improvement plans and current rate structure. Funds in the amount of $5,000 are budgeted in fiscal year 2018 in the Sewer Enterprise Fund No. 40501. An AAR is necessary to move the additional funding for the design of this project from the Sewer Enterprise Fund.
