RECOMMENDATION
Staff recommends Council reject the single bid received December 3, 2019, for the modular replacement project for Granny’s Park - Bid File No. 3666.
EXECUTIVE SUMMARY
The project budget for the replacement modular is $250,000 and 100% funded through the federally funded Community Development Block Grant (CDBG) program. CDBG funding requirements stipulate that a minimum of two bids must be received in order for the project to be eligible for CDBG funding. The City received only one bid. Therefore, the project does not satisfy the federal funding procurement guidelines.
In addition to receiving only one bid, the bid received from Global Modular, Inc. was 93% above the project allocation. For these reasons, staff recommends that Council reject the bid for the modular replacement for Granny’s Park.
BACKGROUND
The city owns the 1+ acre park site located in District 7 at 2060 E. Pontiac Way, Fresno, CA 93726. The City of Fresno PARCS Department has a formal agreement with 4141 Ministries/Baptist Temple Church to serve as the lead agency operating the Granny’s Park Neighborhood Center. In addition to providing city services, 4141 Ministries has been authorized through the agreement to utilize the site during non-city operating hours to host their church services and related community outreach programs through and at this same location.
Funding for the project was originally based upon replacing like for like. However, during the Pubic Needs Hearings and through subsequent meetings with the site operations management team, participation numbers have increased for both city-related activities, and general community outreach programs, resulting in the request to increase the overall size of the building. Additional technological advancement elements and upgrades to the interior design to accommodate kitchen amenities affected the overall cost of the project.
In accordance with Administrative Order 6-19, on October 24, 2019, staff published the Request for Proposals on the City’s website and advertised through a number of Building Exchanges. There were a total of nine specifications distributed to prospective bidders, and only one bid received and opened at the December 3, 2019, public bid opening. The one bid received was from Global Modular, Inc. with a base bid amount of $482,491. This bid will expire on February 4, 2020.
Staff is recommending that Council reject the bid received for the modular replacement project as advertised.
Staff will further analyze the needs of both the programming and facility and may look to refine the scope and specifications and re-advertise including allowance for a refurbished modular or seek additional funding.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the rejection of all bids does not qualify as a “project”, and is therefore exempt from the CEQA requirements.
LOCAL PREFERENCE
Local preference was not implemented as there was only one respondent.
FISCAL IMPACT
The CDBG allocation will remain in account for this project or can be reprogrammed to another project.
