Body
RECOMMENDATION
Staff recommends that City Council approve a five-year Maintenance Service Agreement with Rexel USA, Inc. (Service Provider), for an amount not to exceed $242,500.00 to provide remote maintenance and support services for Rockwell Automation control systems (Project) for the Department of Public Utilities - Wastewater Management Division (WMD); affirm the City Manager’s determination that the Service Provider is uniquely qualified; and authorize the City Manager, or designee, to sign the agreement on behalf of the City of Fresno (City).
EXECUTIVE SUMMARY
Process control software and hardware for wastewater treatment facilities can be provided by different manufacturers, and there is currently no standard for the wastewater treatment industry. Each manufacturer’s control systems offer different functionalities that may not be available in others, and the different systems are generally not compatible with different manufacturers. WMD implemented a consistent process control system at both wastewater treatment plants, selecting Rockwell software and hardware over 20 years ago as the standard. The most cost-effective method to maintain the process control systems at the treatment plants is to continue the use and support for the Rockwell software through a five-year service agreement with Rexel.
BACKGROUND
The complexity of wastewater treatment requires continuous monitoring and adjustment of treatment process equipment using programmable logic controllers (PLCs) with human machine interfaces (HMIs). WMD manages over 60 PLCs that utilize Rockwell FactoryTalk software for treatment process operation and control of the Fresno-Clovis Regional Wastewater Reclamation Facility (RWRF), North Fresno Wastewater Reclamation Facility (NFWRF), and 23 sewer lift stations. This control system is essential to monitor and control the treatment processes to maintain compliance with the specific regulatory requirements of each facility. WMD implemented a consistent process control system at the treatment facilities and lift stations, selecting Rockwell software and hardware over 20 years ago as the standard. The most cost-effective method to maintain the process control systems at the treatment plants and lift stations is to continue the use and support for the Rockwell software through a five-year service agreement with Rexel.
The service agreement has been reviewed by the City Attorney’s Office and is approved as to form.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, this contract for maintenance and support services does not qualify as a “project” for the purposes of CEQA.
LOCAL PREFERENCE
Local preference is not applicable because Rexel USA is uniquely qualified.
FISCAL IMPACT
There is no impact on the General Fund. This Project is located within Council District 3. Funding for this Project is included in the Fiscal Year 2025 Sewer System Enterprise Fund (40501).
