RECOMMENDATIONS
Staff recommends Council adopt a finding of Class 1 Categorical Exemption pursuant to Section 15301 (Existing Facilities) of the California Environmental Quality Act (CEQA) Guidelines, and Award a contract to Vellutini Corporation dba Royal Electric Company, in the amount of $380,418.95 for the Airfield Lighting Control and Monitoring System Upgrade (Project) at Fresno Yosemite International Airport (FAT).
EXECUTIVE SUMMARY
The Airfield Lighting Control and Monitoring System (ALCMS) provides monitoring and remote control of the operation and intensity of the airfield lighting at FAT. Hardware and software elements of the existing system are obsolete and no longer supported by the manufacturer. The Project will upgrade and modernize the ALCMS, ensuring continued safe operation of the entire Airfield Lighting System.
BACKGROUND
The Project is an essential safety related upgrade and will provide an improved user interface and simplify control and monitoring of lighted visual aids on the airfield. The existing ALCMS was installed in 2004 during an airfield electrical vault upgrade project. The new system will include a new operating system, industrial grade computers, touch screen monitors, digital controllers, constant current regulators and fiber optic connectivity The improvements will be compatible with the existing constant current regulators and other components of the Airfield Lighting System.
Plans and specifications were prepared for the Project by Kimley-Horn and Associates, Inc. A Notice Inviting Bids was advertised in the Business Journal on July 6, 2018, posted on the City’s website (Planet Bids), and downloaded by three prospective bidders. One sealed bid proposal was received and opened in a public bid opening on August 7, 2018.
Vellutini Corporation dba Royal Electric Company submitted the only bid for the Project. The bid amount was 8.3% below the Engineers’ Estimate and is considered to be a responsible and responsive bid. There are only two firms in the United States that are approved by the Federal Aviation Administration (FAA) to program the software for the ALCMS, Crouse Hinds Airport Lighting Products and ADB Safegate. Staff contacted both companies and notified them of the upcoming solicitation. ADB Safegate was the only firm that provided a quote to the only bidder, Vellutini Corporation dba Royal Electric Company. The Consulting Engineer for the project has indicated that this is consistent with similar projects at other airports in California. Rebidding will result in approximately a three month delay and is not likely to result in any measurable cost savings. The project budget enables the Airports Department to award Vellutini Corporation dba Royal Electric Company the amount of $380,418.95 which is the total net bid amount. The staff determination was posted on the City’s website on August 27, 2018.
ENVIRONMENTAL FINDINGS
Staff has determined that this project falls within the Class 1 Categorical Exemptions set forth in the CEQA Guidelines, Article 19, Section 15301 (Existing Facilities), as it involves the replacement of existing facilities and negligible or no expansion of an existing use. Furthermore, staff has determined none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project. In addition, the FAA has determined the proposed project is Categorically Excluded pursuant to FAA Order 1050.1F as it relates to National Environmental Policy Act of 1969, as amended (NEPA). Therefore, no further federal environment disclosure documentation for this project is necessary for NEPA purposes.
LOCAL PREFERENCE
Local preference does not apply because federal funding is being used.
FISCAL IMPACT
The Airfield Lighting Control and Monitoring System Upgrade Project is part of Airports ongoing commitment to ensure FAT is operationally ready, provides a safe environment for the traveling public and is properly positioned for local and regional growth. Funding for this Project is provided by FAA Airport Improvement Program grants and is included in the Airports Department FY19 Adopted Budget. There is no impact to the General Fund from this action.
