Staff recommend that the Fresno City Council approve the MOU to enable use of two vehicles to support Senior Hot Meals program implementation.

 

EXECUTIVE SUMMARY

 

The FMAAA has two vehicles available to be used by City of Fresno Parks, After School, Recreation, and Community Services (PARCS) Department staff responsible for oversight and implementation of the Senior Hot Meals program. Approval of the MOU will enable PARCS staff to utilize the vehicles for program-related purposes.

 

BACKGROUND

 

The PARCS Department has a long-standing partnership with the FMAAA as a nutrition site operator. FMAAA provides annual funding to the PARCS Department to serve hot meals to seniors at six community centers. In May 2025, the PARCS Department received notice that FMAAA had received approval to purchase two new vehicles to be used by PARCS staff for Senior Hot Meals program implementation purposes.

 

Under the terms of the proposed MOU, the FMAAA will maintain ownership of the vehicles and responsibility for vehicle registration. The City will be responsible for vehicle insurance, fuel expenses, and maintenance and repairs that are not covered under the manufacturer’s warranty. The proposed MOU will be for a two-year term from July 1, 2025 to June 30, 2027, with the option to extend the MOU for an additional one-year period through June 30, 2028 with written agreement from both parties.

 

This item has been reviewed by Risk and the City Attorney’s Office.

 

ENVIRONMENTAL FINDINGS

 

Pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15378, this item is not a project for the purposes of CEQA.

 

LOCAL PREFERENCE

 

Local preference is not applicable since this item will not include a bid or the award of a construction or services contract.

 

FISCAL IMPACT

 

Any costs associated with City obligations under this MOU (fuel, oil changes, etc.) will be covered by Measure P appropriations for senior programming. There will be no impact to the General Fund.
