Award a contract for an Information Technology (IT) Strategic Plan in the amount of $174,800 with NexLevel Information Technology, Inc. (Bid File 91815) (Citywide)

RECOMMENDATION

 

Staff recommends the City Council authorize the Assistant Chief Information Officer, or designee, to execute a contract with NexLevel Information Technology, Inc. (NexLevel) in the amount of $174,800 to develop a five (5) year IT Strategic Plan to guide the City over the next five years in planning, procuring, implementing and managing current and future investments and resources. 

 

EXECUTIVE SUMMARY

 

On September 18, 2015, a Request for Proposals (RFP) was issued on the City’s website and advertised in the Fresno Business Journal seeking proposals from qualified consulting firms to develop a citywide five (5) year IT Strategic Plan to guide the City over the next five years in planning, procuring, implementing and managing current and future investments and resources.  On October 20, 2015, the City received proposals from eight consulting firms.  After a comprehensive review of the proposals by a committee comprised of multiple departments, and review of the best qualified candidates for this project, staff recommends NexLevel is selected and authorize the Assistant Chief Information Officer, or designee, to execute a contract with NexLevel for $174,800 to begin this project.  NexLevel was selected due to their impressive credentials, experience with municipalities and other agencies, excellent demonstration of their understanding of our RFP, and the detail of their plan to compete the assessment and review.

 

BACKGROUND

 

On September 18, 2015, a Request for Proposals (RFP) was issued on the City’s website and advertised in the Fresno Business Journal in which Information Services Department (ISD) sought proposals for a five year Strategic Plan

 

The RFP Scope of Work as requested is as follows:

 

                     A comprehensive assessment of existing technologies and staffing that will identify current strengths and weaknesses; including documentation of existing City information system business processes

                     Identify opportunities for increased efficiency in City operations through technology

                     Review, assess and recommend IT Governance strategies:

                     Assess and make recommendations for the City’s Systems (including prioritization, risk levels, time to implement, cost, etc.):

                     Assess ADA compliance:

                     Recommendations for cost savings and efficiencies with respect to available regional partnerships and collaboration strategies.  Include any environmental improvements (green initiatives).

                     Gap analysis of technology/processes.

 

Review of the items above will give ISD the roadmap to focus the proposed IT Strategic Plan as the cornerstone of the City’s efforts to improve the balance between demand for more and better technology and available IT resources (including staff and funds). 

 

On October 20, 2015, Information Systems Department received proposals from eight consulting firms.  After a comprehensive review of the proposals, staff recommends that Council authorize Assistant Chief Information Officer, or designee, to execute a contract with NexLevel Information Technology, Inc. due to its extensive credentials and considerable experience assessing information technology needs of many municipalities.  City Attorney has reviewed and approved to form.

 

ENVIRONMENTAL FINDINGS

 

By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378 this item does not qualify as a “project” for purposes of the CEQA.

 

LOCAL PREFERENCE

 

Local preference was not implemented because there were no local bidders.

 

FISCAL IMPACT

 

General Fund appropriations will not be impacted.  Funding has been approved in the FY 2016 Budget, Information Services Fund 54002, Organization 510101, line item 53302.
