RECOMMENDATION

 

Staff recommends that the City Council authorize the City Manager to execute a Second Amendment to the Consultant Services Agreement with Dudek for professional services related to the Climate Adaptation and Environmental Justice Plan, extending the term to December 31, 2026.

 

EXECUTIVE SUMMARY

 

The City Council previously approved funding for the Climate Adaptation and Environmental Justice Plan, a required update to the Fresno General Plan. This second amendment extends the term of the agreement with Dudek to December 31, 2026, ensuring alignment with the schedule of the associated Environmental Impact Report (EIR) and integration of the planning deliverables.

 

BACKGROUND

 

Since the adoption of the Fresno General Plan in 2014, state laws including SB 379 and SB 1000 have required the incorporation of climate adaptation and environmental justice considerations into the General Plan.

 

Dudek’s scope includes public outreach, vulnerability assessments, assessments of current policies and organizational structures, an assessment of the City’s 2021 Climate Action Plan, and development of reports. These efforts are critical to meeting state requirements and supporting the comprehensive General Plan update.

 

The initial contract term was set to expire on June 30, 2025, which was extended to December 31, 2025, under the first amendment to the contract. This second amendment extends the term to December 31, 2026, to allow the Climate Adaptation and Environmental Justice Plan to run concurrently with the EIR, thereby facilitating integrated review and adoption.

LOCAL PREFERENCE

 

Dudek has 12 offices in California; however, the team for this project is based in Portland, OR. Although local community organizations may be subcontracted to assist with outreach, the firm itself is not local per the requirements of FMC Section 4-109.

 

FISCAL IMPACT

 

There is no additional fiscal impact.
