Staff recommends Council approve the award of a cooperative purchase agreement to Lehr Auto of Sacramento, California, for the purchase of 32 Panasonic CF-33 Toughbook laptops in an amount not to exceed $242,300 to replace aging, out of date computers in Police vehicles.
EXECUTIVE SUMMARY
The Police Department is requesting approval to purchase 32 Panasonic CF-33 Toughbook laptops in an amount not to exceed $242,300. The new laptops will be used to replace aging and outdated computers that previously had no replacement schedule. The units will be purchased as replacements through a competitively solicited cooperative procurement process administered by the National Association of State Procurement Officials (NASPO).
BACKGROUND
The Police Department is in need of new computers to replace old and out-of-date computers that previously have never had a replacement plan. The current purchase order is for 32 computers that will allow our officers to continue to patrol their districts with equipment that is in good working order. Currently, the computers that are being used in these 32 cars are 20 years old.
These computers are essential to providing emergency information to officers in the field so that they can safely and effectively respond to in-progress events and other calls for police service. The purchase of the new computers reduces repair costs and will allow us to begin a replacement program for the rest of the fleet that has old and out-of-date computers. The Police Department has moved to Panasonic Toughbooks inside of cars because of their ability to withstand the extreme conditions of police patrol.
The equipment will be purchased through a competitively solicited cooperative procurement process administered by the National Association of State Procurement Officials (NASPO). The total purchase price is $242,300. This price includes the NASPO cooperative purchasing discount applied to City purchases, as well as local sales tax at 8.35 percent. The Purchasing Division has approved this contract and recommends Council to approve.
The City Attorney has reviewed and approved to form.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this contract does not qualify as a “project” as defined by CEQA.
LOCAL PREFERENCE
Local preference was not implemented, the city is using a cooperative purchase agreement to purchase these items.
FISCAL IMPACT
The FY24 ARPA budget for the Police Department includes the appropriations for the purchase of the 32 Panasonic CF-33 Toughbook laptops.
