Actions pertaining to the upgrade of the ozone generation system at the Northeast Surface Water Treatment Facility (NESWTF):

1.                     RESOLUTION - Authorizing a purchase agreement with Suez treatment solutions (SUEZ) for equipment to upgrade the ozone generation system at the NESWTF in an amount not to exceed $352,800 without advertised competitive bidding;

2.                     Approve a purchase agreement with SUEZ, in the amount of $352,800, for the upgrade of the existing ozone generation system (System) at the NESWTF.

RECOMMENDATION

 

Staff recommends that Council adopt the sole source resolution authorizing the purchase of equipment from SUEZ as the sole source supplier; and authorize the Purchasing Manager, or designee, to sign the agreement with SUEZ, in the amount of $352,800, for the upgrade of the existing System at the NESWTF.

 

EXECUTIVE SUMMARY

 

In July 2004, the NESWTF began operation as a primary surface water treatment facility. During the construction of the NESWTF, a SUEZ ozone generation system was installed. The System, consisting of two SUEZ ozone generators, has been in constant service since that time and the Power Supply Units (PSUs) and dielectrics are at the end of their life cycles. The SUEZ ozone generation system is proprietary in nature and as such, the use of other manufacturer supplied equipment would not be compatible, would diminish efficiency, reliability and would void warranty compliances.

 

Staff recommends that Council authorize the Purchasing Manager, or designee, to sign a sole source agreement on behalf of the City with SUEZ, in the amount of $352,800, for the upgrade of the existing ozone generation system at the NESWTF.

 

BACKGROUND

 

The NESWTF, located at Chestnut Avenue, north of Behymer Avenue, in northeast Fresno, is a water treatment facility that treats surface water to drinking water standards at a daily rated capacity of 30 million gallons per day. The Water Division (Water) utilizes the effective method of ozone generation as the primary disinfectant method and is a key part of the treatment process. Ozone, a powerful oxidant, destroys many types of microorganisms, color, taste and odor compounds and some man-made compounds.

 

In July 2004, the NESWTF began operation as a primary water treatment facility. As part of the original construction, a SUEZ ozone generation system (System) was installed. The System is comprised of numerous components, including IGBT (Transistor) based I-Stacks, high-voltage transformers, dielectrics, and other associated electrical equipment. Fully functional, the System is capable of producing a combined 800 lbs. of ozone daily. The original PSUs and dielectrics are at the end of their life cycles

 

To continue meeting current production demands, and to be better positioned for future increased production plans, upgrade of the existing System PSUs and replacement of the System’s dielectrics are necessary. The SUEZ System is proprietary in nature and as such, the use of other manufacturer supplied equipment would not be compatible, would diminish efficiency, reliability, and would void warranty compliances. Specific design work, installation, and calibration of the System by authorized SUEZ staff is required.

 

Staff recommends that Council authorize the Purchasing Manager, or designee, to sign a sole source agreement on behalf of the City with SUEZ, in the amount of $352,800, for the upgrade of the existing System at the NESWTF.

 

ENVIRONMENTAL FINDINGS

 

By definition provided in the California Environmental Quality Act Guidelines Section 15301(b); this item is Categorically Exempt.

 

LOCAL PREFERENCE

 

Local preference was not applicable because this is a sole source purchase.

 

FISCAL IMPACT

 

There is no impact to the General Fund. Funding for this project is included in the Water Division’s Fiscal Year 2022 Capital Improvement Program budget within the Water Enterprise Fund 40110.
