Staff recommends Council approve the First Amendment to Consultant Services Agreement with Hill International, Inc., in the amount not to exceed $1,434,050.00 for additional construction inspection and administration for projects at Fresno Yosemite International Airport (FAT) and Fresno Chandler Executive Airport (FCH), and authorize the Director of Aviation or designee to execute the agreement on behalf of the City.
EXECUTIVE SUMMARY
City of Fresno Airports Department utilizes construction management consulting services to support the delivery of Airport Improvement Program (AIP) and non-AIP funded capital projects at Fresno Yosemite International Airport (FAT) and Fresno Chandler Executive Airport (FCH), consistent with the Department’s adopted program approach and prior procurement of construction management services.
This item authorizes an amendment to the on-call Consultant Services Agreement with Hill International to provide continued construction management, inspection, and project controls support across active and closeout phase projects. Services include construction administration, inspections, stakeholder coordination, documentation, federal compliance support, and project closeout activities in accordance with FAA and City requirements.
The amendment ensures continuity of services across multiple projects and project phases, including ongoing capital improvements and final closeout activities, and supports the Department’s ability to deliver projects efficiently while maintaining regulatory compliance and documentation standards.
Approval of this amendment in an amount not to exceed $1,434,050 through December 31, 2028, will allow the Airports Department to maintain consistent construction management support aligned with its capital improvement program needs.
BACKGROUND
The City of Fresno Airports Department delivers an ongoing program of capital improvement projects at Fresno Yosemite International Airport (FAT) and Fresno Chandler Executive Airport (FCH), funded through a combination of Federal Aviation Administration (FAA) Airport Improvement Program (AIP) grants, Passenger Facility Charges, and airport revenues. These projects require construction management services to support inspection, contract administration, project controls, documentation, and coordination in accordance with federal, state, and local requirements.
Hill International currently provides both on-call and project-specific construction management services for multiple active and closeout-phase projects at FAT and FCH, consistent with the Department’s procurement of construction management consulting support. Amending this agreement will ensure continuity in managing ongoing capital improvement projects and completing closeout activities, while also maintaining compliance with all applicable regulatory requirements.
Through the original competitive Request for Qualifications (RFQ) process in 2023, the Airports Department (Department) invited construction management firms that could provide construction management services for construction inspection and administration to submit Statements of Qualifications. The contract currently expires in 2028 and these funds will allow work on this contract to continue. The Department published a public notice in The Business Journal, posted information on the Airport’s website for qualified firms and direct emailed the RFQ to all interested firms. Three professional consulting firms responded to the RFQ and their qualifications were evaluated by a selection committee in accordance with the provisions of the RFQ and FAA regulations. It has been determined by the Department that Hill International is qualified to perform the construction management services.
ENVIRONMENTAL FINDINGS
This is not a “project” for the purpose of CEQA pursuant to CEQA Guidelines Section 15378.
LOCAL PREFERENCE
Local preference is not applicable because this amendment is federally funded.
FISCAL IMPACT
This contract will be funded with existing appropriations in the Airport’s capital sub fund.
