RECOMMENDATION

 

It is recommended that Council approve the Fourteenth Amendment to the FY22 Salary Resolution No. 2021-176 effective February 14, 2022, to:

                     Modify salary ranges for Professional Engineer, Supervising Professional Engineer, Chief Surveyor and Architect in Exhibit 13-1, Unit 13, Exempt Supervisory and Professional (CFPEA).

 

EXECUTIVE SUMMARY

 

In collaboration with the respective departments, Personnel Services has revised four salary ranges within Unit 13-1 to gain a competitive salary position for these certificated, hard to fill classifications.

 

This action will not require an increase in total positions in the Public Works, Public Utilities or Planning and Development Departments.

 

To implement these actions, it is necessary to approve the Fourteenth Amendment to FY 2022 Salary Resolution No. 2021-176.

 

BACKGROUND

 

The salary range for the following classifications are being revised: Professional Engineer, Supervising Professional Engineer, Chief Surveyor and Architect.  All four classifications require valid registration either as a professional engineer, land surveyor, or architect by the State of California, and are considered hard to fill and take significant recruiting efforts to attract qualified candidates.  These classifications are critical in supporting and administering various capital and engineering projects throughout the City and it is imperative that the salaries be competitively aligned.  Currently, the City has several Professional Engineer vacancies, and the applicant pool for this classification is minimal.  In addition, there has been an exodus of these positions to other governmental entities who pay significantly more than the City. Through discussion with the Departments of Public Works, Public Utilities and Planning & Development, it was determined that salary has been a factor in attracting new hires and retaining staff.   

 

A summary of the changes are below:

 

                     The modified salary range for the Professional Engineer

o                     Current C step will become the new A-step.

o                     Current D-step will become the new B-step.

o                     Current E-step will become the new C-step, continuing with a new respective D-step and E-step.

o                     Approximately 10% increase to this salary range.

 

The City intends to place the Architect position in the same pay range as Professional Engineer.

 

                     The modified salary range for the Supervising Professional Engineer and Chief Surveyor

o                     Current B-step will become the new A-step.

o                     Current C-step will become the new B-step.

o                     Current D-step will become the new C-step.

o                     Current E-step will become the new D-step, continuing with a new respective E-step.

o                     Approximately 5% increase to this salary range.

 

Current employees in these respective classifications shall be adjusted to their same relative step in the new salary range, and such adjustment shall not alter the employee’s anniversary date for purposes of future step increases in the class, per Salary Resolution, SECTION 2. Salary Step Plan (k).

 

The City provided notice to the respective bargaining unit regarding the modified salary ranges and has concluded its meet and confer obligation.

 

The City Attorney’s Office has approved the Fourteenth Amendment to Salary Resolution No. 2021-176 as to form.

 

ENVIRONMENTAL FINDINGS

 

By the definition provided in the California Environmental Quality Act Guidelines Section 15378 this item does not qualify as a “project” and is therefore exempt from the California Environmental Quality Act requirements.

 

LOCAL PREFERENCE

 

Local preference is not implicated because this item does not involve public contracting or bidding with the City of Fresno.

 

FISCAL IMPACT

Revising the salary ranges for the classifications of Professional Engineer, Supervising Professional Engineer, Chief Surveyor and Architect within Exhibit 13-1, may result in increased salary and benefit expenses in Fiscal Year 2022 of approximately $120,077 to all funds. The impact to the General Fund will be an increase of approximately $56,382 for Fiscal Year 2022.  The additional expenses do not require additional appropriations for the various departments.
