Approve the consultant services agreement with Hill International, Inc., to provide professional construction management services for the Terminal Expansion Project at the Fresno Yosemite International Airport in an amount not to exceed $3,311,516.00 (Council District 4)

RECOMMENDATION

 

Staff recommends approval of a consultant services agreement with Hill International, Inc., in the amount of $3,311,516.00 for professional construction management services for the Terminal Expansion Project at the Fresno Yosemite International Airport (FAT) and to authorize the Director of Aviation or designee to execute the agreement on behalf of the City.

 

EXECUTIVE SUMMARY

 

In response to unprecedented growth and to maintain high levels of service expected by the public the Airports Department has initiated the FAT Terminal Expansion Project and is currently in construction as a Design-Build Contract.  The construction of a new terminal concourse will add capacity to meet passenger demand while improving safety, security, and the efficient operation of domestic/international flights. The Project expands the airport to meet current and future needs, incorporates ADA improvements and enhances the travel experience while providing increased travel options for the region.

 

Upon completion, the Project will accommodate FAT’s passenger demand projected for FY 2025 and beyond and will have put up to 250 people to work, with the vast majority of the craft labor workforce from the Fresno area.  Putting people to work at a time when it is most needed is a strong, positive and confidence building step for the City.  To ensure compliance with FAA requirements, building and labor codes, additional construction management services are required to provide inspections, reports, and review of compliance documents.  The Airports Department has one construction manager for this Project and needs additional support in order for this project to stay on schedule.    

 

BACKGROUND

 

Specific elements of the Project include: (2) new international/domestic gates with passenger boarding bridges, new hold-rooms with concessions spaces, new international arrivals center and Federal Inspection Station, expanded passenger screening checkpoint, a new baggage handling and inspection system including new baggage conveyors at ticketing and significant expansion of airline and concessions spaces in the existing terminal. 

 

Through a competitive Request for Qualifications (RFQ) process, the Airports Department (Department) invited construction management firms that could provide construction management services for construction inspection and administration to submit Statements of Qualifications.  The Department published a public notice in The Business Journal, posted information on the Airport’s website for qualified firms and direct emailed the RFQ to all interested firms.  Three professional consulting firms responded to the RFQ and their qualifications were evaluated by a selection committee in accordance with the provisions of the RFQ and FAA regulations.  It has been determined by the Department that Hill International is most qualified to perform the construction management services for this project.

 

The Project is currently under construction and the approval of these additional services will allow the Project to be completed. 

 

The agreement utilizes Standard Document FYI-S, pre-approved as to form by the City Attorney’s Office and used without modification as certified by Airports staff.

 

ENVIRONMENTAL FINDINGS

 

This is not a “project” for the purpose of CEQA pursuant to CEQA Guidelines Section 15378.

 

LOCAL PREFERENCE

 

Local preference is not applicable because this agreement is federally funded.

 

FISCAL IMPACT

 

Funding for the construction management services will be provided though the Terminal Expansion Project.
