Actions pertaining to community violence intervention training:

RECOMMENDATION

 

Staff recommend that the City Council approve a no-cost Second Amendment to the Agreement between the City of Fresno and UPI for street outreach training services and authorize the City Manager or designee to execute all related documents.

 

EXECUTIVE SUMMARY

 

Staff are seeking approval of a no-cost Second Amendment to the Agreement between the City of Fresno and UPI for street outreach training services. Staff are also seeking authorization for the City Manager or designee to execute all related documents.

 

BACKGROUND

 

On February 10, 2022, Council adopted a resolution authorizing the PARCS Department to apply for grant funding from the Board of State and Community Corrections (BSSC) California Violence Intervention Program (CalVIP). The grant application included $300,000 for street outreach training modules for community-based violence intervention workers and law enforcement personnel. The grant was awarded to the City of Fresno on June 9, 2022. On December 14, 2023, Council approved a professional services agreement with UPI for street outreach training services following a competitive RFP process.

 

On November 21, 2024, Council adopted the City of Fresno’s Community Violence Intervention Vetting Policy which outlines the vetting process. Council also approved a First Amendment to the Agreement to incorporate the vetting policy into the Agreement, update the scope of services and reduce the total award amount based on the updated scope.

 

Staff are requesting that the City Council approve a Second Amendment to extend the term of the Agreement through November 30, 2025. There is no increase in the total cost of the Agreement and the extension will enable UPI to complete the scope of services.

 

ENVIRONMENTAL FINDINGS

 

Pursuant to California Environmental Quality Act Guidelines this item does not qualify as a project and is therefore exempt.

 

LOCAL PREFERENCE

 

Local preference is not applicable for this item because of state funding.

 

FISCAL IMPACT

 

Funding for this item comes from a state grant and is encumbered with the contract. The City will expend funds and seek reimbursement. There will be no cost to the General Fund.
