RECOMMENDATION
Staff recommends approval of an agreement for Professional Engineering Services with Provost & Pritchard Consulting Group for $104,500 plus $15,000 for contingencies for the design and construction support phases of the Blackstone Overlay Project from Dakota to Ashlan Avenues ($59,500 plus $7,500 contingencies) and the Inyo Street Overlay Project from Van Ness Avenue to P Street ($45,000 plus $7,500 contingencies), and to allow the Public Works Director or his designee to sign the agreement on the City’s behalf.
EXECUTIVE SUMMARY
To extend the life of the existing major streets through street surface restoration, the City of Fresno applied for Regional Surface Transportation Program (RSTP) funds to fund design and construction of the Blackstone Avenue Overlay from Dakota to Ashlan Avenues and Inyo Street Overlay from Van Ness Avenue to P Street.
BACKGROUND
The City of Fresno Public Works Department has identified a need for street surface restoration along Blackstone Avenue and Inyo Street. In December of 2015, the City of Fresno applied for RSTP funds for the design and construction phases of these asphalt overlay projects. The project along Blackstone Avenue between Dakota and Ashlan Avenues includes 0.5 miles of six-lane roadway in need of surface restoration. Additionally, 0.4 miles along Inyo Street between Van Ness Avenue and P Street is in need of surface restoration.
In accordance with Administrative Order (A.O.) 6-19, staff sent out requests for Statements of Qualifications (SOQ’s) in October of 2016 via U.S. Mail and published on the City’s website. There were six SOQ’s received and staff interviewed the five best qualified respondents. In January of 2017, the firm Provost & Pritchard Consulting Group was selected as the most qualified consultant and staff negotiated a fee of $104,500 pursuant to A.O. 6-19 for the preparation of plans, specifications and cost estimates.
Staff is requesting the approval of the agreement with Provost & Pritchard Consulting Group of Fresno, CA for $104,500 plus $15,000 for contingencies for the design of plans, cost estimates and general construction documents for the Blackstone and Inyo Overlay Projects and authorize the Public Works Director or his designee to sign and execute the contract, approved by the City Attorney’s Office, on behalf of the City of Fresno.
Construction funds are currently programmed for FY 19/20.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act (CEQA) guidelines, this item is not a project for the purposes of CEQA.
LOCAL PREFERENCE
Local preference was not implemented because of conditions of the Federal RSTP Grant.
FISCAL IMPACT
The projects will not impact the General Fund. The $929,500 Blackstone Avenue project in District 7 is funded by Federal Transportation Funds and Proposition 111 Special Gas Tax Funds. The $473,800 Inyo Street project in District 3 is funded by Federal Transportation Funds and Proposition 111 Special Gas Tax Funds.
