Approve an agreement with Provost & Pritchard Consulting Group of Fresno, CA in the amount of $77,200 with a contingency amount not to exceed $5,000 for the design of plans, cost estimates, general construction documents, bidding assistance and contract administration for the Melody Park Splash Pad project. (Council District 4)

RECOMMENDATION
Staff is recommending that Council approve a consultant agreement with Provost & Pritchard Consulting Group of Fresno, CA (P&P) in the amount of $77,200 with a contingency amount not to exceed $5,000 for the design of construction documents for Melody Park Splash Pad; and authorize the Public Works Director or designee to sign on behalf of the City.
EXECUTIVE SUMMARY
Melody Park is located at the northwest corner of Shields and Fowler Avenues in eastern Fresno. The current park does not have a splash pad or pool. Staff recommends hiring P&P to develop construction documents to construct a splash pad at Melody Park, consistent with the adopted FY2019 budget.
BACKGROUND
Melody Park and Recreation Center is located near the northwest corner of Fowler and Shields Avenues. This park serves the needs of the surrounding community in eastern part of the community. The adopted City of Fresno budget includes funding to install a splash pad at Melody Park since it currently does not have amenities such as a pool for use in the summer months.
The splash pad will include features such as a main themed feature, dumping bucket feature, aim/spray feature and other amenities such as hoops, posts and arches. The splash pad area shall also include observer seating and outdoor showers as required by the County Health Department.
On September 6, 2017, staff published a Request for Qualifications inviting consultants to submit for services on an “as needed” basis for Facilities Management Division Projects. Provost and Pritchard was selected as an “as needed” or “on call” Civil Engineering Firm. Staff from the Departments of Public Works and PARCS has carefully reviewed the proposal and are now recommending this agreement for approval by the Council.
This agreement has been approved as to form by the City Attorney’s Office.

This is not a project as defined by the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines § 15378.
LOCAL PREFERENCE
Local preference was not implemented; the selected engineering firm is a local business.
FISCAL IMPACT
Funds for this agreement have been approved as part of the adopted FY2019 budget.
