Staff recommends Council approve the award of a service contract to REMIX of San Francisco, California, for cloud-based transit planning software for a total not to exceed $97,000 over four years.
EXECUTIVE SUMMARY
The Department of Transportation, FAX Division provides transit service for the city of Fresno. FAX depends upon transit planning software to refine current routes, plan for future routes, and conduct analysis required by the Federal Transportation Administration (FTA) of all proposed route changes. The proposed contract is structured as a three-year contract, with an optional one-year extension.
BACKGROUND
FAX is responsible for providing transit service in the city of Fresno. FAX relies on outside software-as-a-service (SaaS) for transit route sketch planning; demographic impact analysis of proposed routes in relation to minority populations, total population, poverty, seniors, youth, people with disabilities, and limited-English households; analysis and modification of transit routes and transit route scenarios; Title VI Service Equity Analysis; and mapping for public outreach efforts.
This contract would be issued in the amount of up to $24,000 per year for up to three years, with an optional one-year extension, for a total not to exceed $97,000 over four years.
A Notice Inviting Bids was published in the Business Journal on July 8, 2020, and posted to the City’s Website via PlanetBids. Six building exchanges received the bid and the bid specifications were delivered to 21 prospective bidders. One electronic bid was received and opened at a public bid opening on July 28, 2020. Remix was the only bidder and was found to be a responsive and responsible bidder and has provided the Software as a Service (SaaS) for FAX from 2017 to 2020. FAX recommends Remix be awarded the contract.
The Purchasing Division has approved this service contract and recommends Council to approve. The City Attorney has reviewed and approved as to form.
ENVIRONMENTAL FINDING
By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this service contract does not qualify as a project as defined by CEQA.
LOCAL PREFERENCE
Local preference is not applicable for contracts funded by the federal or state government when such funding would be jeopardized because of this preference. In addition, no bid submissions were from a local company.
FISCAL IMPACT
No general funds will be used to purchase these items. The funding to cover the cost of the transit planning software is included in the FY21 adopted budget of the Department of Transportation. The source of funding for this project is federal transit planning funds, included in the Department of Transportation, Planning Division budget.
