Staff recommend that the City Council approve the first amendment to the service agreement between the City of Fresno and Fresno Metro Ministry in an amount not to exceed $40,000.

 

EXECUTIVE SUMMARY

 

The City of Fresno PARCS Department entered into a service agreement with Fresno Metro Ministry for community garden liaison services on July 21, 2023. The service agreement included the option of two, one-year extensions. Staff recommend that the City Council approve a one-year extension through June 30, 2026 for an amount not to exceed $40,000.

 

BACKGROUND

 

There are three community garden facilities included in this agreement; the South Peach Community Garden, the Al Radka Garden and the Lowell Community Garden. Combined, these gardens offer 183 garden plots on approximately 4.34 acres. According to the Parks Master Plan (2017), the goal of community gardens is to provide ornamental vegetation, produce locally grown food, and create community gathering spaces.

 

On April 5, 2023, the PARCS Department released an RFP for community garden liaison services through Planet Bids. The RFP was open for 24 days and received one bidder, Fresno Metro Ministry. On June 29, 2023 the City Council approved the award of a two-year service agreement for community garden liaison services with the option of two, one-year extensions to Fresno Metro Ministry in an amount not to exceed $40,000 per year.

 

On July 21, 2023, the City of Fresno and Fresno Metro Ministry entered into the service agreement. Staff are seeking approval of the first amendment to the service agreement which will authorize a one-year extension of the term through June 30, 2026 for an amount not to exceed $40,000.

 

ENVIRONMENTAL FINDINGS

 

This item is not considered a project for the purposes of CEQA.

 

LOCAL PREFERENCE

 

Fresno Metro Ministry is in the City of Fresno.

 

FISCAL IMPACT

 

The PARCS Department included $40,000 in the proposed FY26 budget to cover the costs associated with this service agreement. There is no impact to the General Fund.
