RECOMMENDATIONS

 

Staff recommends the City Council adopt a finding of Categorical Exemption per staff determination pursuant to Section 15301(c) Class 1 of the CEQA Guidelines, adopt a resolution approving the 61th Amendment to the Annual Appropriations Resolution No. 2016-118 to appropriate $200,600 from the Measure “C” Flexible fund for the Fairview Trail Rehabilitation Project and award a construction contract with F. Loduca Co., in the amount of $484,010 as the lowest responsive and responsible bidder for the Fairview Trail Rehabilitation Project; and authorize the Public Works Director or designee to sign a standardized contract on behalf of the City.

 

EXECUTIVE SUMMARY

 

The Fairview Trail is in a state of complete disrepair due to age and a lack of maintenance.  The proposed project will remove and reconstruct the asphalt trail surfacing, replace broken sections of concrete walkway and completely replace the non-functioning pathway lighting, irrigation systems and landscaping. On March 23, 2017, the Council approved an agreement with Fresno Unified School District for the portion of the trail that will be reconstructed on District property. The trail provides a beneficial connection between the Edison High School complex, the Hinton Center and surrounding neighborhoods.

 

BACKGROUND

 

The scope of the project includes removal of the existing asphalt trail and constructing a new asphalt trail to current Americans with Disabilities Act (ADA) standards.  The project includes removal and replacement of broken sections of existing concrete walk and complete replacement of the non-functioning pathway lighting, irrigation systems, and landscaping. On March 23, 2017 the Council approved a license agreement with the Fresno Unified School District to allow for the reconstruction and future maintenance of the portion of the trail on District property. Another segment of the trail runs east-west along the Belgravia alignment on City property. On February 16, 2017 the Council dedicated this portion of City-owned park property as a public trail and pedestrian easement, to accommodate the rehabilitation of the Fairview Trail.

 

Public Works Staff prepared a Notice Inviting Bids which was published in the Fresno Business Journal on April 26, 2017, posted on the City’s website and faxed to 9 building exchanges.  The specifications were distributed to 36 (thirty-six) prospective bidders.  Four sealed bid proposals were received and opened in a public bid opening on May 16, 2017.  Bids ranged from $484,010 to $665,698. The second lowest bidder failed to certify it was a local business and therefore was not eligible for a local preference.  F. Loduca Co., submitted a bid in the amount of $484,010 and was determined to be the lowest responsive and responsible bidder for the project.  The bids will expire on July 19, 2017.

 

Staff recommends Council award a construction contract with F. Loduca Co., in the amount of $484,010 for the Fairview Trail Rehabilitation Project as the lowest responsive and responsible bidder and authorize the Public Works Director or designee to sign and execute the standardized contract on behalf of the City of Fresno.

 

ENVIRONMENTAL FINDINGS

 

Staff performed a preliminary environmental assessment of this project and determined that it falls within the Categorical Exemption set forth in CEQA Guidelines, Section 15301(c) Class 1 which exempts the repair and maintenance of existing facilities that involves negligible or no expansion of an existing use.  This exemption applies because this project involves the reconstruction of an existing trail and does not involve the expansion of the trail.  The purpose of the project is to replace the surface pavement to provide a smooth walking surface for pedestrians.  Furthermore, staff has determined that none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project.

 

LOCAL PREFERENCE

 

Local preference was not implemented because the second lowest bidder failed to certify it was a local business and the third lowest bidder exceeded the allowable preference.

 

FISCAL IMPACT

 

The Fairview Trail Rehabilitation Project is located in Council District 3. The overall cost of the project is $600,600. The General Fund is covering $400,000.  The remaining $200,600 is being paid for with Measure “C” Flexible funds.  Of the overall budget of the project, $508,200 (including contingency) will be used for the construction contract award.
