RECOMMENDATIONS

 

Staff recommends that the City Council adopt a finding of Categorical Exemption per Staff determination pursuant to Section 15302(c) of the CEQA Guidelines and award a construction contract in the amount of $549,690 to West Valley Construction Company, Inc., of Fresno, California (West Valley) as the lowest responsive and responsible bidder for the construction of the Maroa Avenue water main and authorize the Public Works Director or designee to sign the standardized construction contract on behalf of the City of Fresno.

 

EXECUTIVE SUMMARY

 

The City of Fresno seeks to replace the old water mains with new mains to eliminate any failures of the deteriorated and aging water mains.  The new water main will continue to provide safe drinking water, consistent water pressure and reliable water distribution and fire suppression.  This project is located in Council District 1.

 

BACKGROUND

 

This project is in a narrow one-way road portion of N. Maroa Avenue from E. Olive Avenue to E. McKinley Avenue where the old water mains and other existing utilities are located.  Due to the age of the existing water mains, numerous failures have occurred and water distribution to customers has been interrupted.  This project will replace the old water mains with new mains to reduce water main failures and water distribution interruptions.  The new mains will enable the City to continue to provide safe drinking water, consistent water pressure and reliable water distribution and fire suppression.

 

The scope of work for this project includes the furnishing and installation of new pipes, complete in place with valves and other appurtenances, water services and meter boxes, water service transfers, boring or trenchless installation, trenching and trench resurfacing.  The cost of this water main project is funded with the Water Division’s FY 2017 Capital Improvement Project Budget within the Water Enterprise Fund.

 

Public Works Department Staff prepared plans and specifications.  A Notice Inviting Bids was advertised on March 31, 2017, in The Business Journal.  Ten (10) Building Exchanges received Notices Inviting Bids and twelve (12) specifications with plan sets were distributed to prospective bidders.  Six (6) sealed bid proposals were received and opened in a public bid opening on April 25, 2017, with the bids ranging from $549,690 to $654,169.  Staff recommends that the Council award a construction contract in the amount of $549,690 to West Valley as the lowest responsive and responsible bidder for the installation of 8” and 10” water mains in Maroa Avenue from Olive Avenue to McKinley Avenue and authorize the Public Works Director or designee to sign the standardized construction contract on behalf of the City.  The bids will expire on June 28, 2017 or within 64 days from date bids are opened.

 

ENVIRONMENTAL FINDINGS

 

Staff has performed a preliminary environmental assessment of this project and has determined that this project fits within the definition of Class 2 Categorical Exemption as set forth in CEQA Guidelines, Section 15302(c), because this contract is for the replacement of existing utility systems, which will not result in the expansion of capacity of existing uses and the new facilities will be on the same site as the old facilities to be replaced. Furthermore, Staff has determined that none of the exceptions to the Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2, apply to this project.

 

LOCAL PREFERENCE

 

Local preference was not implemented because the lowest responsive and responsible bidder is a local business.

 

FISCAL IMPACT

 

Funding for this water main replacement project is included in the Water Division’s FY 2017 Capital Improvement Project Budget within the Water Enterprise Fund and will not have an impact on the General Fund.
