EXECUTIVE SUMMARY
At the December 3, 2015 adoption hearing for the Citywide Development Code, the Fresno City Council introduced minor additional changes to the code sections related to Recycling Centers, Mobile Vendors, and Small Scale Entertainment Centers. Those proposed changes were introduced at that hearing and are now proposed for adoption.
BACKGROUND
A new Citywide Development Code (“Code”) has been created which is one of the City’s primary implementation tools for the recently adopted General Plan. The new Citywide Development Code was created in tandem with the General Plan, and in the ten months since the adoption of the General Plan, the Code has undergone extensive public review. City Council workshops and public hearings were conducted in early November 2015, with adoption (second reading) of the ordinance bill occurring on December 3rd, 2015. At this hearing, the Council made further minor changes to the code sections related to Recycling Centers, Mobile Vendors, and Small Scale Entertainment Centers. Those proposed changes were introduced at that hearing and are now proposed for adoption. The affected sections of the code will become effective 30 days from adoption on December 17, 2015.
ENVIRONMENTAL FINDINGS
The proposed minor changes in Bill No B-43 relating to Recycling Centers, Mobile Vendors and Small Scale Entertainment Centers in Mixed Use Districts are within the scope of the Final Master Environmental Impact Report SCH No. 2012111015 (“MEIR”) certified by the Fresno City Council on December 18, 2014 for the Fresno General Plan and Citywide Development Code and related Addendum adopted by the Fresno City Council on November 19, 2015 for the Citywide Development Code.
