RECOMMENDATION

 

Staff recommends the City Council approve an agreement for professional engineering services with Provost and Pritchard Consulting Group, Inc. for $132,070, with a $10,000 contingency, for the design and construction support phases of the Merced Street Reconnection Project and authorize the Public Works Director, or designee to sign the agreement on the City’s behalf.

 

EXECUTIVE SUMMARY

 

The adopted Downtown Specific Plans identified the need for the Merced Street Reconnection Project to reestablish a 600-foot segment of Merced Street, between H Street and Congo Alley, as well as the 230-foot northerly extension of Broadway Street from its current terminus at Broadway Street connector roadway (280-feet north of Fresno Street) to intersect with the Merced Street extension. Between February 2019 and February 2021, the Council has adopted three resolutions of support for City grant applications for Measure “C” Transit-Oriented Development (TOD) design funding, and the project has been awarded funding for design and construction. To initiate project design, the City advertised a Request for Qualifications (RFQ) for professional engineering services to prepare the design and construction documents for the Merced Street Reconnection Project.  The subject consultant agreement, in the amount of $132,070, with a $10,000 contingency, will facilitate the design, and construction support services necessary to complete the project. This agreement will be funded through the capital project budget with the Measure C Transit Oriented Development (TOD) program grant.

 

BACKGROUND

 

The Merced Street Reconnection Project will consist of extending Merced Street from Congo Alley to H Street and extending Broadway Street from its existing terminus at the old Broadway Street connector road to the new Merced Street extension. These “new” connections previously existed as evidenced by the existing street right-of-way for both. The existing streetscape design from the Fulton Mall Reconstruction Project will be extended along both new streets. The new street design will also be coordinated with the Hotel Fresno renovation project improvements along the south side of Merced Street and the west side of Broadway Street. The Merced Street Reconnection Project was awarded multiple cycles of funding through the Measure C TOD program to initiate the design phase and to fund a portion of construction.

 

In accordance with Administrative Order (A.O) 6-19, staff sent out requests for Statements of Qualifications (SOQ’s) on August 18, 2021 via Planet Bids, email and published in the Business Journal.  Three SOQ’s were received, and staff interviewed the top three qualified respondents.  Provost and Pritchard Consulting Group, Inc. was determined the most qualified consultant based on consultant interviews and staff negotiated a fee of $132,070, with a $10,000 contingency, for the preparation of plans, specifications, cost estimates, bidding support services and construction support services for the project.

 

Staff is recommending the approval to the agreement with Provost and Pritchard Consulting Group, Inc. for $132,070, with a $10,000 contingency, for the Merced Street Reconnection Project between H Street and Congo Alley, as well as Broadway Street from the Broadway Street connector to the Merced Street extension, and authorization of the Public Works Director or Designee to sign and execute the contract on behalf of the City of Fresno. The City Attorney’s Office has reviewed and approved the amendment as to form.

 

ENVIRONMENTAL FINDINGS

 

By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this contract does not qualify as a “project.” 

 

LOCAL PREFERENCE

 

Local preference was implemented, and Provost & Pritchard Consulting Group is a local business.

 

FISCAL IMPACT

 

This project is located in Council District 3 and will have no impact to the general fund.  The Merced Street Reconnection Project is primarily funded by the Measure C TOD program, which fully funds the Preliminary Engineering and Construction Phases of the Project, with a local match for construction planned through SB1 revenues in FY2024.
