Staff recommends the City Council approve a Third Amendment to the Program Year 2018 Community Development Block Grant (CDBG) Subrecipient Agreement between the City of Fresno (City) and Habitat for Humanity Fresno, Inc. (Habitat) for Habitat’s Home Repair Programs to increase funding by $4,026 for a total of $219,026 and extend the term of the Agreement from January 22, 2020, to May 31, 2020.
EXECUTIVE SUMMARY
On November 19, 2018, the City entered into a CDBG Subrecipient Agreement with Habitat for its Home Repair Programs (Agreement). Due to projects pending repairs, Habitat is requesting a third and final amendment to extend the term of the agreement from January 22, 2020, to May 31, 2020, and to increase funding from $215,000 to $219,026. The $4,026 increase will be covered by project savings in Habitat’s Senior Paint Program. The Third Amendment will allow Habitat to complete pending repair projects and expend the balance of funds.
BACKGROUND
On November 19, 2018, the City entered into an Agreement with Habitat to implement home repair programs for low-income owner-occupied households. Habitat offered three types of rehabilitation programs under the Agreement:
1. Emergency Home Repair Program - available to low-income senior households who owned and occupied their homes within the City of Fresno. The Program provided emergency home repairs or replacement of a major household component that would subject the senior household to live without basic plumbing, electrical, heating, air conditioning or security;
2. Minor Home Repair Program - available to low-income households and provided for corrections of code violations that threaten a household’s health and general well-being or safety; and
3. Roof Repair or Replacement Program - provided for the repair or replacement of roofing.
On June 14, 2019, Habitat requested a First Amendment to the Agreement to revise the scope of work to include accessibility improvements; such as ramps, handrails, and grab bars for persons with disabilities. On September 13, 2019, Habitat requested a Second Amendment to extend the Agreement’s termination date from July 25, 2019, to January 22, 2020.
Habitat is requesting a Third Amendment to utilize project savings from the Senior Paint Program, increase the funding amount of the Home Repair Programs and extend the term of the Agreement. This will be the final amendment.
To date, Habitat has completed 19 home repair projects for eligible households with another 2 in the process of being completed. The homes repaired by Habitat assist the City in meeting its goals to preserve and rehabilitate affordable housing for low-income individuals.
ENVIRONMENTAL FINDINGS
This is not a project for purposes of CEQA pursuant to CEQA guidelines Section 15378. This amendment is an exempt activity under HUD NEPA Requirements (24 CFR 58.34 (3)).
LOCAL PREFERENCE
Local preference is not applicable because of the use of federal funding.
FISCAL IMPACT
The CDGB Program funds for Habitat’s Senor Paint Program were allocated in the Program Year (PY) 2017 Annual Action Plan and the funds for Habitat’s Home Repair Program were allocated in the PY 2018 Annual Action Plan. The Third amendment to Habitat’s PY 2018 CDBG Subrecipient Agreement would increase the funding amount by the savings from its PY 2017 Agreement.
