RECOMMENDATION
Staff recommends the City Council approve an agreement for professional engineering services with Precision Civil Engineering, Inc. of Fresno, California for $275,150, with a $27,515 contingency, for design and construction support services for the Ashlan Avenue Westbound Widening Project from Polk Avenue to Bryan Avenue and authorize the Capital Projects Director or designee to sign the contract on behalf of the City of Fresno.
EXECUTIVE SUMMARY
The City is proposing to widen westbound Ashlan Avenue between Polk Avenue and Bryan Avenue, which will provide the ultimate complete streets build-out with an additional westbound lane, Class II bicycle lanes, sidewalks and streetlights and fill in the gap between the developer’s improvements on Ashlan Avenue. The subject consultant agreement, in the amount of $275,150, with a $27,515 contingency, will facilitate the design and construction support services necessary to complete the project. The design phase of this project is funded by local funds - New Growth Area Major Street Impact Fee funds.
BACKGROUND
The Public Works Department has identified the need for road widening along the westbound lanes of Ashlan Avenue from Polk Avenue to Bryan Avenue. To comply with the Complete Streets Policy, Class II bicycle lanes will be installed, along with the construction of sidewalks and streetlights to facilitate multimodal access.
Adjacent to this project’s limits, developers are working on improvements to the westbound roadway. This project will conform to the developers’ construction and will span both City of Fresno and Fresno County jurisdictions. The scope of this project includes widening the westbound roadway from one lane to two lanes, installing a median island between the existing eastbound travel lane and the new westbound travel lanes, adding Class II bicycle lanes, and constructing sidewalks, curbs, gutters, and streetlights.

In April 2024, staff interviewed the three qualified consultants, and Precision Civil Engineering, Inc. was determined to be the most qualified. Staff negotiated a fee of $275,150, with a $27,515 contingency, for the preparation of plans, specifications, cost estimates, bidding support services, and construction support services for this project.
Staff requests that the City Council approve the agreement with Precision Civil Engineering, Inc. for $275,150, with a $27,515 contingency, for design and construction support services for the Ashlan Avenue Westbound Widening Project from Polk Avenue to Bryan Avenue and authorize the Capital Projects Director or designee to sign the agreement on behalf of the City.
The City Attorney’s Office has reviewed and approved this standardized agreement as to form.
