RECOMMENDATION

 

Staff recommend that the Fresno City Council adopt the 8th amendment to the Annual Appropriation Resolution (AAR) No. 2025-179 to appropriate $5,700 for costs associated with the Fiscal Year (FY) 2026 Senior Hot Meals Program.

 

EXECUTIVE SUMMARY

 

Staff are seeking approval to appropriate an amount of $5,700 to the Parks, After School, Recreation, and Community Service (PARCS) Department’s FY 2026 budget to reimburse expenses incurred by PARCS during the FY 2026 Senior Hot Meals Program. The funding comes from the Fresno-Madera Area Agency on Aging (FMAAA).

 

BACKGROUND

 

On May 22, 2025, the City Council approved a resolution (2025-148) authorizing staff to apply for funding of up to $180,000 from FMAAA to provide Senior Hot Meals programming in FY 2026. In June 2025, the City was awarded $142,375 from FMAAA to provide Senior Hot Meals programming in FY 2026.

 

The PARCS Department budgeted $136,675 in FY 2026 in anticipation of this award. The rounded difference between the FY26 budget and the contracted award amount is $5,700. Council’s approval of the AAR will increase appropriations by $5,700 for costs associated with the FY 2026 Senior Hot Meals Program. This will enable the PARCS Department to seek reimbursement from FMAAA for the total grant award amount of $142,375.

 

This item has been reviewed by the City Attorney’s Office and Finance Department.

 

 

ENVIRONMENTAL FINDINGS

 

Pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15378, this item is not a project for the purposes of CEQA.

 

LOCAL PREFERENCE

 

Local preference is not applicable since this item will not include a bid or award of a construction or services contract.

 

FISCAL IMPACT

 

This action will appropriate an additional $5,700 into the PARCS Department’s FY 2026 budget to reimburse expenses associated with the FY 2026 Senior Hot Meals Program. The remaining $136,675 of the contract is already reflected in the PARCS Department’s approved FY 2026 budget. There will be no impact on the General Fund.
