Actions pertaining to the donation of office furniture from the State Compensation Insurance Fund to the City of Fresno:

RECOMMENDATION
Staff recommends Council adopt a Resolution accepting a donation of office furniture from the State Compensation Insurance Fund (SCIF) and authorize the Director of the General Services Department, or designee, to execute any related documents necessary to complete the acceptance and transfer of the donated property.
EXECUTIVE SUMMARY
The SCIF is vacating office space in the Fresno area and has offered to donate a substantial quantity of very high quality office furniture to the City of Fresno. The furniture includes desks, chairs, file cabinets, and workstations that are in very good condition and can be used to support various departmental needs. Acceptance of this donation will reduce the City’s need to purchase new furnishings and help equip under-resourced facilities. The donation is being made at no cost to the City, however the City will be responsible for transportation. General Services intends to contract a moving company to transport the furniture to a facility for storage. The costs for moving and storage will be funded by General City Purpose.
BACKGROUND
The SCIF is in the process of relocating and reached out to the City of Fresno to offer a donation of gently used office furniture. Upon inspection, the General Services Department determined that the items are in good condition and suitable for continued use in City operations.
This donation presents a cost-saving opportunity, particularly as departments continue to grow or reconfigure workspaces. The General Services Department will manage logistics related to inventory, pickup, storage, and delivery to City sites.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the donation of this furniture does not qualify as a “project” as defined by CEQA.
LOCAL PREFERENCE
Local Preference was not considered because accepting donated items does not include a bid or award of a construction or services contract.
FISCAL IMPACT
The donation is being made at no cost to the City, however the City will be responsible for transportation. General Services intends to contract a moving company to transport the furniture to a facility for storage. The costs for moving and storage will be funded by General City Purpose.
