RECOMMENDATIONS

 

It is recommended Council approve the Fourth Amendment to Salary Resolution No. 2015-108 to:

 

                     Replace Buyer I/II with Procurement Specialist, Senior Buyer with Senior Procurement Specialist and add a salary range, and retitle Safety Specialist to Safety and Training Specialist, and amend the salary range for Safety and Training Specialist in Exhibit 3, Non-Supervisory White Collar;

                     Replace Supervising Buyer with Procurement Supervisor in Exhibit 13-1, Management Non-Confidential (CFPEA);

                     Amend the salary of Airports Operations Specialist in Exhibit 1, Non-Supervisory Blue Collar (Local 39);

                     Amend the minimum hourly rate for the classes of Cashier Clerk, Information Services Aide, Lifeguard, Senior Lifeguard, Police Cadet I, Services Aide, Sports Official and Student Aide II in Exhibit 8 Non-Represented consistent with the California minimum wage increase effective January 1, 2016; and,

                     Establish a new class of Lead Risk Analyst in Exhibit 13-2, Non-Management Confidential (CFPEA).

 

EXECUTIVE SUMMARY

 

Personnel Services regularly reviews job classifications and revises existing classes or develops new classifications to address changes that have occurred throughout the City.  Typically such changes are addressed in advance of a recruitment effort or follow a classification study.  When such changes occur, notice is provided to the affected bargaining unit with an opportunity to meet on the changes.

 

The Buyer job classification series was updated to reflect contemporary terminology and practice and current duties, replacing the Buyer series with a Procurement Specialist series.  The classification of Safety Specialist was revised to Safety & Training Specialist and the salary range is adjusted to match a similar classification, Solid Waste Safety & Training Specialist, with similar skill set and focus.  In addition, the Airports Operations Specialist was updated and the salary range is adjusted to match a similar classification of Airports Building Maintenance Technician.

 

California’s minimum wage increased effective January 1, 2016, the City has updated the classifications within Exhibit 8 to ensure minimum rates are no less than $10.00 per hour and to maintain appropriate distance between salary ranges. They include Cashier Clerk, Information Services Aide, Lifeguard, Senior Lifeguard, Police Cadet I, Services Aide, Sports Official and Student Aide II.

 

A classification study was conducted in the Risk Management Division and determined that the duties of the incumbent exceed those of the existing classification.  Consequently, a new job classification of Lead Risk Analyst has been created to fully reflect the nature and scope of the duties performed. 

 

BACKGROUND

 

At the request of the Finance Department the Buyer classification series was revised to encompass current terminology used in the purchasing/procurement field and to better reflect the duties performed by staff.  It was determined that the series should be condensed by merging the Buyer I and Buyer II into one classification called Procurement Specialist with a salary range that is the same as the existing Buyer II.   Since the City does not have any employees in the Buyer I classification the elimination of a flexible promotion from a I to a II does not have any adverse impact. Consistent with this change, the job titles for the Senior Buyer and Supervising Buyer are changing to Senior Procurement Specialist and Procurement Supervisor without any change in salary.

 

Safety Specialists assess, design and implement safety training programs; review and evaluate work environments; and, conduct inspections to ensure compliance with applicable laws, regulations or work rules. In advance of a recruitment effort, the job specification was revised to more fully define the duties performed to include the inspection of facilities and taking corrective action to ensure safe work environments.  Due to the nature and scope of work of this position, it was also determined that the salary should be aligned with the Solid Waste Safety and Training Specialist class, a similar City position in a different Unit to establish internal equity.

 

In advance of Airports Operations Specialist recruitment the classification was updated to more fully depict the duties performed to include the maintenance of hardscape, concrete work and tools utilized in the course of work.  It was determined that the skill level of work performed by Airports Operations Specialists and Airports Building Maintenance Technicians is similar. As a result, it is recommended that the salary of Airports Operations Specialists be increased to match the salaries of Airports Building Maintenance Technicians.

 

Effective January 1, 2016, California’s minimum wage increased from $9 per hour to $10 per hour. As a result, the minimum hourly rate for classifications in Unit 8 must be modified accordingly. This minimum rate change was included in this year’s budget and the compensation for any employees earning less than $10 an hour was adjusted in compliance with the minimum wage change.  The affected classifications in Unit 8 are Cashier Clerk, Information Services Aide, Lifeguard, Senior Lifeguard, Police Cadet I, Services Aide, Sports Official and Student Aide II be increased.

 

A classification study was conducted in Risk Management. After the study, it was determined that the duties of the incumbent were outside of the scope of Risk Analyst; however, the duties do not match any other current City classification. Consequently a Lead Risk Analyst classification has been added to Exhibit 13-2 to reflect the responsibility associated with providing training and lead direction to other staff.

 

The City provided notice to all of the affected bargaining units regarding revised job titles and salary ranges. The affected bargaining units concurred with the changes that are being presented to Council for approval.

 

The City Attorney’s Office has approved the Fourth Amendment to Salary Resolution No. 2015-108 as to form.

FISCAL IMPACT

 

Amendment of the Salary Resolution will result in increased salary benefit costs of approximately
