RECOMMENDATION

 

Staff recommends that the Council approve Contract Change Order No. 06 with Avison Construction Inc. of Madera, California (Avison) for a total increase in contract time of one hundred seventy-four (174) calendar days for the Rebid Fresno Area Express Bus Entry Gate Project.

 

EXECUTIVE SUMMARY

 

Delays related to material and equipment procurement due to ongoing global supply chain issues have resulted in the need to provide additional contract time to the Contractor for the Rebid Fresno Area Express Bus Entry Gate, Project ID FC00036. The proposed contract change order will add one hundred seventy-four (174) calendar days to the contract to account for the material and equipment procurement and to align the current project completion date with the contract time. The proposed change order has no monetary change. The Rebid Fresno Area Express Bus Entry Gate contract is fully funded by State of California Prop. 1B, FTA 5307, FTA 5339 and FTA CRRSAA grants as appropriated in the adopted budget.

 

BACKGROUND

 

The Municipal Service Center (MSC) entry gate located at Divisadero and ‘G’ Street is past its useful life and prone to failure. Moreover, the placement of the gate requires vehicles to stage on the street blocking traffic while waiting to enter the MSC.  This project provides modernizations such as a faster and more reliable gate system, additional staging space on the MSC footprint, and security improvements including a new guard station for monitoring of access from G Street. 

 

These improvements will provide for better access control and monitoring for the MSC/FAX facility’s eastern side. The highspeed gates and reconfigured drive approach will allow the gates to remain closed during business hours and open within seven seconds as needed.  This is a significant improvement over the existing system of 22 seconds and will significantly reduce unauthorized entry into the MSC.  

 

ENVIRONMENTAL FINDINGS                      

 

On April 9, 2020, Council adopted a finding of Categorical Exemption for this project.  Staff determined this project is exempt under Section 15301/Class 1 of the CEQA Guidelines for Existing Facilities, as the improvements to the FAX Division facilities involve the restoration or rehabilitation of existing facilities with negligible or no expansion of capacity.  This project is also exempt under Section 15303/Class 3 of the CEQA Guidelines for New Construction or Conversion of Small Structures, as the improvements are located in an urbanized area, are less than 10,000 square feet of floor space, located at site zoned for the proposed use, does not involve significant amounts of hazardous substances and is not in an environmentally sensitive area. Furthermore, none of the exceptions set forth in CEQA Guidelines Section 15300.2 applies to this project.

 

 

LOCAL PREFERENCE

 

Local preference was not implemented as the use of federal funding precludes the use of local preference. 

 

FISCAL IMPACT

 

This project has no fiscal impact to the General Fund.  The project is funded by State of California Prop. 1B, FTA 5307, FTA 5339 and FTA CRRSAA grants as appropriated in the adopted budget.
