RECOMMENDATION
Staff recommends Council reject all bids received October 20, 2020, for the Fresno Area Express Bus Entry Gate project and staff will rebid the project.
EXECUTIVE SUMMARY
Fresno Area Express (FAX) is seeking to reject all bids and rebid the project with revised specifications in an attempt to reduce the cost of the project. FAX will perform additional outreach to local firms in order to generate additional interest. The lowest responsive bidder is 35.7% over the Engineer’s Estimate of $607,000 for the project.
BACKGROUND
FAX’s existing bus entry gate on ‘G’ Street is past its useful life and the gate motors are prone to failure. Moreover, the existing gate placement requires vehicles to stage on the street blocking traffic while waiting to enter the FAX facility. This project will provide needed modernization and security improvements. The bus entrance will be demolished and reconstructed with high speed security gates, guard shack, security cameras and concrete drives.
FAX is seeking to reject all bids received on October 20, 2020. FAX will revise the specifications, perform additional outreach and rebid the project. These changes will increase competition, allow additional local firms to submit bids, and provide FAX with the potential to receive more favorable bids.
ENVIRONMENTAL FINDINGS
This item is not a project as defined by section 15378 of the California Environmental Quality Act.
LOCAL PREFERENCE
Local preference was not considered as Staff is recommending to reject all bids
FISCAL IMPACT
This project has no fiscal impact to the General Fund. Implementation of the Staff recommendation will have no impact to the General Fund. The project will be funded by State of California Prop. 1B and FTA grants.
