Staff recommends that City Council approve Contract Change Order No. 02 with Nor-Cal Pump & Well Drilling Inc. for a total increase in contract amount of $105,795 and forty-five (45) additional contract working days for the Drill New Production Well at Pump Station 36A project. Change Order No. 02 provides additional work for hydraulically pressure jetting this well.

 

EXECUTIVE SUMMARY

 

On July 29, 2021, Council awarded a contract in the amount of $537,155 to Nor-Cal Pump & Well Drilling, Inc. for the Drill New Production Well at Pump Station 36A project. Staff recommends that City Council approve Contract Change Order No. 02 for the project, increasing the contract amount by $105,795 and adding forty-five (45) additional contract working days. There has been one Contract Change Order executed to date for a total amount $37,808. This well is producing a low yield of water, and additional work is necessary to try to increase efficiency, productivity and functioning of the well for the Water Division. The change order includes hydraulically pressure-jetting the well with added chemicals.  This Change Order provides for all related supporting equipment to hydraulically pressure jet this well.

 

BACKGROUND

 

On July 29, 2021, a Contract was awarded in the amount of $537,155 to Nor-Cal Pump & Well Drilling, Inc. for the Drill New Production Well at Pump Station 36A project.  The Notice to Proceed was issued with a starting date of January 27, 2022, and completion date of April 14, 2022.  With all applicable time extensions the Contract Completion date is May 12, 2022.  There has been one Contract Change Order executed to date for a total amount $37,808 and a net change of 7.0% of the original contract price.                                                 

 

City Council approval of Contract Change Order No. 02 allows for an increase in amount of $105,795 Forty-Five (45) additional contract working days for Nor-Cal Pump & Well Drilling to complete well rehabilitation. 

 

Staff recommends that City Council approve Contract Change Order No. 02 on behalf of the City of Fresno.

 

ENVIRONMENTAL FINDINGS

 

This is not a project for the purposes of CEQA pursuant to CEQA guidelines section 15378(b)(5), as it is an administrative action that will not result in direct or indirect changes to the environment.

 

LOCAL PREFERENCE

 

Local Preference was not implemented as this action does not include a bid or an award of a City construction contract.

 

FISCAL IMPACT

 

The project is funded by Water Enterprise Fund and this Contract Change Order has no impact to the General Fund.
