Staff recommends Council approve the award of a purchase contract to Golden State Fire Apparatus Inc. of Sacramento, California, for the purchase of two Boise Mobile Equipment (BME) type-six wildland fire engines in the amount of $682,757.

 

EXECUTIVE SUMMARY

 

The Fresno Fire Department seeks to purchase two BME type-six wildland fire trucks, to provide fire suppression services throughout the City of Fresno and surrounding areas. These new units will be type-six fire engines serving as front line emergency response to fires, accidents, and 911 calls. Type-six wildland units are included in the August 29, 2022, Fire Department Apparatus Replacement Plan memorandum under the category of specialty units.  The units will be purchased as replacements through a competitively solicited cooperative procurement process administered by the Houston Galveston Area Council (HGAC).  The vendor’s proposal is valid through October 27, 2022.

 

BACKGROUND

 

The Fresno Fire Department, established in 1877, is one of the oldest fire departments in the United States, and the largest department in the Central Valley.  The department operates 20 fire stations and responds to emergency calls with fully staffed fire engines and support vehicles.

 

The type-six fire engines serve in a unique role as they are smaller and lighter than the typical type-one engine. These units feature four-wheel drive and are used by the Fresno Fire Department to access fires, rescue calls, and medical emergencies in locations throughout the city that a larger type-one apparatus cannot safely navigate. These locations include the San Joaquín river bottom and bluffs, open fields, orchards, canal banks, and any location that is off road. Type-six engines carry 300 gallons of water, fire hose, medical supplies, and basic rescue equipment. The new units will be Ford F-550 chassis with BME bodies, updated with the latest emissions technology to meet and exceed all current emissions standards set by the California Air Resources Board. This combination has proven to be reliable within the fleet and will continue to be the standard as discontinued type-six engines are removed from service.

 

The department’s apparatus replacement plan is set at eight years or 80,000 miles to aid in the scheduling of units transitioning to “second out” status where they will serve until the end of their useful life. The goal of this schedule is to have units serve as “first out” front line emergency response for eight years, then an additional four years as a “second out” until being decommissioned. Currently two type-six engines have been identified for replacement. Staff recommends this purchase based on age, mileage, and condition of the units. Type-six wildland units are included in the August 29, 2022, Fire Department Apparatus Replacement Plan memorandum under the category of specialty units. 

 

The equipment will be purchased utilizing competitively solicited cooperative procurement process administered by the Houston Galveston Area Council (HGAC). The purchase contract will be awarded to Golden State Fire Apparatus Inc. who is the regional dealer for BME products. The BME body has become our preferred specification in the type-six application, and Golden State Fire Apparatus has proven to be a reliable partner through global supply chain disruptions of recent years. The purchase price is $341,378.50 per unit. This price includes the HGAC discount applied to city purchases as well as delivery and sales tax at 8.35%. The Purchasing Division has approved this contract and recommends Council to approve.

 

ENVIRONMENTAL FINDINGS

 

By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this contract does not qualify as a project as defined by CEQA.

 

LOCAL PREFERENCE

 

Local preference was not implemented, the City is using a cooperative purchase agreement to purchase these items.

 

FISCAL IMPACT

 

General funds will be used for the purchase of these items. The two type-six fire engines will be lease financed and paid for over a ten-year term. The first lease payment of $44,886 will occur once the units are delivered and accepted by the Fire Department in Fiscal Year 2024. The lease payment schedule will be included in the annual budget request for appropriations.
