Staff recommends that the City Council approve a Memorandum of Understanding with Central Valley Trailer Repair to provide $189,970.66 in reimbursements for street improvements on East Avenue near the intersection of North Avenue.
EXECUTIVE SUMMARY
The owners of Central Valley Trailer Repair are constructing a new building on the northwest corner of North Avenue and East Avenue. As developers of the site, they are responsible for widening East Avenue and installing curb, gutter, and sidewalk. In the course of designing and building the street widening, it was determined that the existing pavement on East Avenue was badly deteriorated and not at the correct grade. Central Valley Trailer Repair agreed to repave the entire street. The attached MOU will approve reimbursing Central Valley for the work on the existing travel lanes beyond their standard frontage improvement requirements.
BACKGROUND
The owners of Central Valley Trailer Repair are constructing a new building on the northwest corner of North Avenue and East Avenue. Their current location on Railroad Avenue is in the path of the new High Speed Rail tracks and will be demolished when the new building is finished. As a standard condition of development, the owners were required to widen East Avenue and install curb, gutter and sidewalk. The existing street pavement was in very poor condition and was not at the master-planned grade established by the Fresno Metropolitan Flood Control District (FMFCD). Although this type of center section paving is normally addressed by development impact fees in the growth areas, East Avenue is within the core area, leaving the center section reconstruction to be paid for by the City. Central Valley agreed to have their contractor reconstruct the existing roadway when they were installing the other improvements. The MOU is being processed to reimburse Central Valley Trailer Repair for the work on the existing road. Central Valley is paying for the shoulder improvements curb, gutter and sidewalk. The total cost of reconstructing the existing travel lanes is $189,970.66.
ENVIRONMENTAL FINDINGS
Staff has performed a preliminary environmental assessment of this project and has determined that it falls within the Class 1 Categorical Exemption set forth in section 15301 of the CEQA Guidelines which exempts repair, maintenance, and minor alteration of existing public facilities because the street work involves a repair of an existing street only. Furthermore, Staff has determined that none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, section 15300.2 apply to this project.
LOCAL PREFERENCE
The work is being performed by local contractors.
FISCAL IMPACT
There will be no impact to the General Fund as a result of the recommended action. The Fiscal Year 2017 Budget included an allocation of $190,000 to reimburse Central Valley Trailer Repair for this work.
