EXECUTIVE SUMMARY

The City of Fresno Airports Department seeks to enter into an Agreement for Consultant Services with Kimley-Horn and Associates, Inc. in the amount of $121,914 for the design and preparation of construction documents for the Fresno Chandler Executive Airport Hangar Development Project (Project).  Pursuant to the Fresno Chandler Executive Airport (FCH) Master Plan 2021 update, the existing T-Hangars west of the terminal have reached the end of their useful life and removal and replacement rather than refurbishment is recommended.

BACKGROUND

In 2021 the Airports Department retained a design consultant to perform a master plan update for Fresno Chandler Executive Airport (FCH). The master plan update is an FAA driven process that identifies the capital needs of FCH based on forecasted air traffic growth for the next 20 years.  The process culminates with an FAA approved updated Airport Layout Plan (ALP), which is a key funding tool that the FAA uses to distribute Airport Improvement Program (AIP) grant funds.

The FCH Master Plan 2021 Update evaluation determined that the existing T-Hangars west of the terminal have reached end-of-life due to both structural aging and significant operational safety concerns.  Airport Road currently runs directly through the non-movement apron, creating a dual-use surface shared by vehicles and taxiing aircraft.  This configuration presents ongoing vehicle-aircraft incursion risks and cannot be corrected through refurbishment of the existing facilities. To resolve these long-standing safety issues, the master plan proposes removing all aeronautical activity from this area, including demolition of the aging T-Hangars.  Replacement hangar capacity would be provided through expansion of an existing T-Hangar complex.

Removing the existing T-Hangars enables proper landside-airside separation, mitigates safety hazards associated with the roadway/taxilane conflict, and aligns future development with FAA standards.  For these reasons, replacement rather than refurbishment is the recommended and necessary path forward.  This consultant agreement with Kimley-Horn and Associates, Inc. will develop the design and prepare the construction documents to proceed forward on the recommended path per the updated master plan.

In July of 2022, the Airports Department advertised for on-call Professional Civil Engineering Consulting Services for Airport Improvement Program (AIP) and Non-AIP funded Projects at Fresno Yosemite International Airport and Fresno Chandler Executive Airport.  Eight statements of qualifications (SOQ’s) were received on August 31, 2022, and Kimley-Horn and Associates is one of seven consultants selected for on-call services.

Staff recommends that City Council approve the agreement with Kimley-Horn and Associates, Inc. of Las Vegas, Nevada in the amount of $121,914 for the design and preparation of construction documents for the Fresno Chandler Executive Airport Hangar Development Project and authorize the Director of Aviation or designee to sign the standardized consultant agreement on behalf of the City of Fresno.  The consultant agreement has been approved as to form by the City Attorney’s Office.
