RECOMMENDATION

 

Staff recommends that Council adopt the 1st Amendment to Position Authorization Resolution No. 2020-160 authorizing the addition of six (6) Custodian and one (1) Airport Operations Officer (AOO) full-time positions at Fresno Yosemite International Airport (FAT).  This action will allow the Director of Airports to hire seven positions and reduce the need for use of temporary staff.

 

EXECUTIVE SUMMARY

 

The proposed amendment will add six (6) full time Custodian positions to replace the use of temporary Custodians and one (1) full time Airport Operations Officer to replace the use of a temporary AOO. The additional estimated cost of these seven (7) positions for FY 2021 is $45,000.

 

BACKGROUND

 

Airports has been using temporary employees to meet FAT’s growing demand related to custodial and Federal Aviation Administration (FAA) compliance obligations.  Use of temporary employees is not efficient but has been necessary to accommodate FAT’s activity levels, which growth rate is among the top ten in the United States.  .  Airports will work with the Personnel Services Department to fill these positons as expeditiously as possible. 

 

ENVIRONMENTAL FINDINGS

 

This is not a “project” for the purpose of CEQA pursuant to CEQA Guidelines Section 15378.

 

LOCAL PREFERENCE

 

The City’s Local Preference Ordinance (FMC 4-108) does not apply - this is not a purchase of services, materials, supplies or equipment, or a competitive bidding solicitation.

 

FISCAL IMPACT

 

There is no impact to the General Fund or to any Ratepayers of the City of Fresno from this item.  Approval of this item will not compromise the Department’s ability to meet or exceed its rating agency oriented key financial metrics, including debt service coverage ratio well above 2.0 times, low airline rates and high liquidity in FY 2021 and beyond.
