RECOMMENDATIONS

 

Staff recommends that Council adopt the 69th Amendment to the AAR No. 2017-165 which provides for the following:  Appropriations in the amount of $25,000 for project change orders approved by the Fig Garden Fire Protection District (District), and appropriations in the amount of $144,600 due to timing of the project crossing fiscal years. 

 

EXECUTIVE SUMMARY

 

The remodel of Fire Station No. 20 is fully funded by the District. The project was approved by the District in late fiscal year 2017.  In May 2017, the District transferred $887,100 to the City and the funds were appropriated on May 11, 2017, via Council resolution (52nd amendment to the AAR No. 2016-118).  Due to timing, the remodel project crossed fiscal years making it necessary to re-appropriate funds not utilized in the prior fiscal year.

 

BACKGROUND

 

In May 2017 the District transferred $887,100 to the City for the remodel of Fire Station #20.  Council approved the 52nd amendment to the Annual Appropriation Resolution (AAR) 2016-118 appropriating $887,100 for the project, including a contract award to DivCom Construction, Inc., in the amount of $742,039 and another $145,061 for construction management, project management, permits, and other charges to be incurred by the Department of Public Works as Project Manager. 

 

The remodel project overlapped fiscal years with the majority of work occurring in Fiscal Year 2018.  This resolution will match the appropriations for this project with the timing of the billings in Fiscal Year 2018 as well as appropriate another $25,000 in change orders approved by, and funded by the District. 

 

ENVIRONMENTAL FINDINGS

 

Staff has determined that a Categorical Exemption is appropriate, based on Class 1 Section 15301(a) of the CEQA Guidelines, which exempts interior or exterior alterations involving such things as partitions, plumbing, and electrical conveyances.  Furthermore, staff has determined that none of the exceptions to the Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project.

 

LOCAL PREFERENCE

 

Local preference was not implemented because this is a budgetary action.

 

FISCAL IMPACT

 

There is no fiscal impact to the General Fund.  The project is fully funded by the District.
