Staff recommends Council approve Resolution adopting the 524th Amendment to the Master Fee Schedule Resolution 80-420 to apply a routine annual Consumer Price Index (“CPI”) adjustment to Airways Golf Course Green Fees.

 

EXECUTIVE SUMMARY

 

The agreement between City of Fresno/Airports department and the Airways Golf Course operator (Club Corp Airways Golf, Inc.) includes an annual CPI adjustment for green fees.  The Master Fee schedule (MFS) update incorporates these contractual adjustments, which average approximately 1.5%.  However, not all of the fees have changed because of the relatively small incremental CPI impact.  Only those fees that have reached a minimum 25 cent threshold have changed.  The effective date will be September 1, 2015.

 

BACKGROUND

 

The CPI adjustment is based on the prior calendar year as reported by the U.S. Bureau of Labor Statistics.  Their data is usually made available the following April, after which Airports calculates the CPI adjustment and prepares the proposed MFS changes. 

 

To date, nine CPI adjustments have been made with changes ranging from $0.25 cents to $1.00.  Examples of changed fees are the Weekdays Green Fee from $20.25 to $20.50 and Frequent Players Monthly Cards from $80.00 to $81.00.  Examples of unchanged fees are Juniors and Seniors Tournament Green Fees.  All of the detail is available in the attached Resolution.  Overall, the fee structure at Airways remains very competitive and below Riverside’s, a much larger and more challenging course.

 

ENVIRONMENTAL FINDINGS

 

This is not a “project” for the purpose of CEQA pursuant to CEQA Guidelines Section 15378.

 

LOCAL PREFERENCE

 

The City’s Local Preference Ordinance (FMC 4-108) does not apply as this is not a purchase of services, materials, supplies or equipment, or a competitive bidding solicitation.

 

FISCAL IMPACT

 

The cumulative CPI-driven increase in annual Green Fees for FY16 is estimated to be $8,000. Revenue from Airways Golf Course operations are deposited into the Airports Enterprise Fund and support operations and maintenance at FAT, a major transportation gateway and economic engine for the City and our region.  There is no impact to the General Fund from this item.
