RECOMMENDATION
Staff recommends that the City Council adopt the 28th Amendment to the Annual Appropriation Resolution No. 2025-179 to appropriate $674,200 for new capital improvement projects in the Public Works Department.
EXECUTIVE SUMMARY
There are several new capital improvement projects staff is preparing to implement which are funded from State grants, Federal grants and other local sources. The grant funded projects were awarded State funds through the Highway Safety Improvement Program (HSIP) administered by the California Department of Transportation (Caltrans), and Federal transportation funds through the Congestion Mitigation and Air Quality Improvement Program (CMAQ) and the Surface Transportation Block Grant Program (STBG) administered by the California Department of Transportation (Caltrans). Due to the timing of grant award notifications, these projects have not yet been incorporated into the City’s FY2026 budget. Staff recommends Council adopt the amendment to the AAR in order to provide appropriations in the Public Works FY 2026 Capital Budget to sufficiently cover anticipated expenditures for the cost of these new projects.
BACKGROUND
Staff is seeking Council approval on the attached AAR amendment which will appropriate funding for five (5) new capital projects. The projects are funded via a combination of State and Federal funding with $674,200 of appropriations being requested for current FY 2026 expenditures. The remaining project costs of $10,005,000 will be included in the proposed FY2027 capital improvement budget and generally include the construction phases of the projects.
Street/Bridge Projects - This category consists of two projects, with total appropriations requested for this category in the amount of $449,800:
• Shaw Ave pavement rehabilitation from College Avenue to State Route 41 was previously authorized by Council as part of Resolution 2025-56 for grant applications to the Fresno Council of Governments. This project was awarded a Federal STBG transportation grant.
• Tulare Avenue Complete Streets from Chestnut to Peach was previously authorized by Council as part of Resolution 2025-56 for grant applications to the Fresno Council of Governments. This project was awarded a Federal STBG transportation grant.
Traffic Signal/Streetlight Projects - This category includes two projects, with total appropriations requested for this category in the amount of $141,300. Both of these projects were awarded State HSIP transportation grants:
• Traffic Signal Left Turn Phasing Blackstone & Sierra was previously authorized by Council as part of Resolution 2024-194 for grant applications to Caltrans.
• First & Gettysburg and Fresno & Shields Retroreflective Backing was previously authorized by Council as part of Resolution 2024-194 for grant applications to Caltrans.
Bicycle and Trail Projects - This category includes one project, Temperance Mill Ditch Pedestrian Bridge and Trail which was previously authorized by the Council as part of Resolution 2025-56 for grant applications to the Fresno Council of Governments. Total appropriations requested for this category are $83,100. This project was awarded a Federal CMAQ transportation grant.

ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act Guidelines Section 15378 this item does not qualify as a project as defined by the California Environmental Quality Act.
LOCAL PREFERENCE
Local preference does not apply to the projects included in this report as this is a rebudget item only. Local preference (if applicable) will be considered at the time of contract award.
FISCAL IMPACT
There is no new net fiscal impact to the General Fund. All proposed costs will be paid for from new and existing revenue sources. See attached Resolution for specific funds and associated costs.
