RECOMMENDATION

 

Staff recommends that Council approve a Third Amendment to the Flock Safety Master Service Agreement (MSA) between the City of Fresno Police Department (FPD) and Flock Group Inc. (Flock), adding the Department of Public Utilities (DPU) - Water Division (Water) for the subscription of cameras and software, in an amount not to exceed $136,500.00, for three (3) years, and a total contract amount not to exceed $1,668,440.41; and authorize the City Manager, or designee, to sign the amendment on behalf of the City of Fresno (City).

 

EXECUTIVE SUMMARY

 

On December 14, 2023, Council authorized the FPD to enter a MSA with Flock for the subscription services of Automated License Plate Readers (ALPR), cameras, and software for three (3) years, in an amount not to exceed $1,498,690.41, with subsequent amendments increasing the amount to $1,531,940.41. Having researched other security monitoring platforms, Water has chosen to collaborate with the FPD and Flock for cameras and software. Council authorization of the third amendment will allow Water to enter a three (3) year subscription with Flock, in the amount of $136,500.00, for cameras and software which will be deployed at various Water facilities and will allow both Water and the FPD to have monitoring access.

 

BACKGROUND

 

DPU - Water has about 260 municipal water well sites throughout the City. In recent years there has been a significant increase in vandalism, theft and illegal camping within the well sites. While Water staff has been diligent in trying to mitigate these issues, it has also necessitated the involvement of the FPD and the Homeless Assistance Response Team. While the issues are widespread, there are certain well sites that are subject to a higher frequency of impacts than others. Water has prepared a list of the most impacted locations and has identified eleven (11) locations that need immediate security improvements, including fortified perimeters and camera surveillance.

 

During the evaluation of potential remote surveillance solutions, DPU staff evaluated the Flock security camera solution being utilized by the FPD for the Real-Time Crime Information Center and determined that integrating DPU’s remote surveillance solution with the citywide solution being implemented by FPD would achieve economy of scale, facilitate faster FPD response times, and allow for more efficient prosecution of criminal trespassers on DPU property. Amending the existing MSA with Flock to include a subscription service for Water was identified to be the most effective and efficient way to implement a proven surveillance platform and integrate with FPD’s video monitoring citywide.

 

During review of the MSA and the first and second amendments, it was noted that $33,500.00 was erroneously reported in lieu of the actual $33,250.00 for the first amendment. The contract totals are accurate and remain unchanged. The agreement between DPU - Water and Flock has been approved by the City Attorney’s Office as to form.

 

ENVIRONMENTAL FINDINGS

 

Approval of the agreement is not a project for the purposes of the California Environmental Quality Act Guidelines.

 

LOCAL PREFERENCE

 

Local Preference was not applied as this is an amendment to an existing Master Service Agreement.

 

FISCAL IMPACT

 

This Third Amendment to the Agreement will not have any impact to the General Fund.  Funds are available with the Water Division’s Water Enterprise Fund for FY2025.
