EXECUTIVE SUMMARY
The Department of Public Utilities (DPU), Wastewater Management Division (Division) requests the adoption of the 54th Amendment to the Annual Appropriations Resolution (AAR) No. 2015-104 and approve of a professional consultant services agreement with Kennedy/Jenks Consultants, Inc., in the amount of $1,987,861 and a contingency of $50,000 for the design of a portion of the pipeline in the Northwest Recycled Water Transmission Main, two pump stations in the Northwest and one pump station in the Northeast Recycled Water Distribution System.
BACKGROUND
In 2009, the State of California adopted a recycled water policy establishing a mandate to increase the use of recycled water in California by 200,000 acre-feet per year by 2020 and by an additional 300,000 acre-feet per year by 2030. The Recycled Water Master Plan (Plan) prepared by the Division identifies opportunities to assist with compliance of this law by reducing groundwater pumping and replacing groundwater with recycled water for non-potable purposes (i.e. outdoor irrigation, dust control, fountains, etc.). The Division’s long-term goal is to produce and deliver 25,000 acre-feet of recycled water to the City’s service area to reduce groundwater over drafting. On April 11, 2013, the City Council adopted the Plan which was prepared by Carollo Engineers, and associated environmental documents. The Plan defines and evaluates many possible alternatives for increasing usage and distribution of recycled water. It also defines a plan for installation of a recycled water distribution system throughout the City. The Southwest portion of the city wide system is under construction. The Northwest and Northeast portion designs were awarded on April 28th and May 12th 2016, respectively. This agreement is for the booster pump stations necessary to keep the recycled water pressure at an acceptable level and introduce chlorine to keep down algae growth. In addition to design the pump stations, this agreement includes design for approximately 5.4 miles of distribution pipeline ranging from 8-inches to 24-inches in diameter. This is the last design contract necessary complete the recycled water distribution system design.
The consultant services contract to Kennedy/Jenks will include construction documents, bid support, support during construction, and building permit support for the pump stations. The proposed pipeline alignments and pump stations will be located in the City of Fresno right-of-way, with a minor portion located in the County of Fresno right of way. This phase of the recycled water distribution system will supply recycled water from the intersection of Herndon and Fruit north and south along Fruit Avenue and east and west along Sierra Avenue.
Following Fresno Municipal Code Chapter 4 Article 1 and Administrative Order 6-19, DPU notified in excess of one hundred consulting firms requesting a project proposal. The Department received three proposals. A five person review panel selected Kennedy/Jenks for the best knowledge and qualified firm to perform the necessary engineering services for the booster pump stations. A consultant services agreement has been negotiated in the amount of $1,987,861 and $50,000 contingency.
The City Attorney’s Office has reviewed the contract and approved it as to form.
ENVIRONMENTAL FINDINGS
Pursuant to California Environmental Quality Act Guidelines (CEQA) Guidelines Section 15378, the award of this contract does not qualify as a “project”.
LOCAL PREFERENCE
Local preference was applied to the two local firms, however, Kennedy/Jenks was still found to be the most qualified proposer and best value for the City. Three Engineering firms proposed for the Northeast and Northwest Recycled Water design. Two of the firms, AECOM and Blair, Church & Flynn, are local and Kennedy/Jenks is not local. AECOM was awarded a design contract for the Northeast design for $2,466,445 and Blair, Church & Flynn was awarded a design contract for the Northwest design for $3,175,800. Kennedy/Jenks was selected as the best value for this booster pump station design portion of the projects and is therefore being selected for the $1,987,861 design contract.
FISCAL IMPACT
This project has no impact to the General Fund and is located in Council Districts 2, 6, and Fresno County. This project is identified in the Division’s five year capital improvement plan and current rate structure. Funds in the amount of $1,540,200 for the design of this project are budgeted in the 2016 Sewer Enterprise Fund No. 40501. An AAR is necessary to move the additional funding for the design of this project from the Sewer Enterprise Fund.
