RECOMMENDATION

 

Staff recommends Council approve the Sixth Amendment to the professional consultant agreement with Stantec Architecture, Inc. (Stantec), to incorporate additional design due to differing as-built conditions, future facility needs, and project grant and compliance requirements for the Department of Transportation/Fresno Area Express Facility Improvement Project in the amount of $19,467.00 and authorize the Director of Transportation or designee to execute all related documents. 

 

EXECUTIVE SUMMARY

 

The Department of Transportation (FAX) seeks the approval of a contract amendment for Stantec to incorporate revisions in the scope of work associated with the FAX Facility Improvement Project design. This amendment will allow for revisions to the project design that provide for a larger photovoltaic (PV, solar) system to be constructed via a separate contract and for the upsizing of the currently planned electrical switchgear to allow for future equipment expansion at the FAX Fuel Island and Annex building. This amendment is in the amount of $19,467.00 and brings the total Agreement value to $1,359,548.99.

 

BACKGROUND

 

FAX entered into a consultant agreement with Stantec Architecture on April 19, 2018, to provide design and engineering services for the FAX Facility Improvement Project.  The scope of the project covers improvements being made to the forty-year-old existing bus facilities located at 2223 G Street.  Such improvements include upgrades to the fire alarm system, new fare collection building, expansion of the existing bus wash area, replacement of end-of-life bus cleaning equipment, bus entry gate reconfiguration, electric bus charging infrastructure, and redesign of the employee parking area. These improvements are all intended to make the facilities safer and provide better service to customers.

 

Major components of the scope change are outlined as follows:

 

1.                     This Amendment will descope the currently planned PV system from the project design and replace it with the necessary in-ground infrastructure for a larger PV system to be installed via a separate contract.

 

2.                     This Amendment will also upsize the currently planned electrical switchgear to allow for future equipment expansion at the FAX Fuel Island, and Annex building.

 

FAX’s contractor on the Facility Improvement Project has been unable to source Buy America compliant solar equipment in time to meet the needs of the grant funding that is paying for the currently planned solar equipment. FAX will therefore seek to procure this system via a separate contract that is not required to adhere to federal regulations. This project is expected to begin by the end of calendar year 2022 and will be larger than the system shown in the current project drawings. The larger system will provide more power generation to better offset FAX’s power consumption and provide for more covered parking stalls in the now under construction employee parking lot.

 

FAX is seeking to upsize the currently planned electrical switchgear to allow for future expansion of equipment. Under the current design, FAX would complete the project and be maxed out on the electrical loads supported by the project work. The current design has also been challenged by PG&E as to whether it warrants a free meter upgrade. Under the revised design, the challenges from PG&E are answered more clearly and FAX would not be required to pay the $100,000 to PG&E to receive the intended meter upgrade. This expansion capability would allow FAX to progress potential avenues for staff/office growth, continue to improve on the bus cleaning equipment housed at the Fuel Island, and provide for the potential expansion into hydrogen fueling technology in the existing yard space as compressed natural gas (CNG) is phased out via the FAX Zero Emission Transition Plan.

 

In November 2018, Council approved the First Amendment for $105,077.75 to incorporate scope to provide engineering services necessary to replace the administration building HVAC equipment and expand security improvements. In August 2019, Council approved the Second Amendment for $56,077.00 to separate the HVAC equipment replacement from the annex building construction documents as a stand-alone project due to the funding awarded to cover the HVAC project. In November 2019, Council approved the Third Amendment for $73,987.00 to facilitate FAX acceptance into the PG&E Electric Vehicle Fleet Ready program and provide the design for battery electric bus and relief vehicle charging infrastructure. In February 2020, Council approved the Fourth Amendment for $81,656.00 to allow for additional ADA improvements, new water reclamation system, structural safety improvements, and revised backup power connections. In December of 2020, Council approved the fifth amendment for $15,294.00 to revise EV Fleet project charging design for 150KW from 125KW to allow for faster charging of battery electric buses and provide a charge management system.

 

The City Attorney has reviewed the amendment and approved it as to form.

 

ENVIRONMENTAL FINDINGS

 

This is not a project for the purpose of CEQA pursuant to CEQA Guidelines Section 15378.

 

LOCAL PREFERENCE

 

Local preference was not considered as this is an amendment being sought for an existing contract.

 

FISCAL IMPACT

 

No general fund dollars will be utilized to fund this amendment.  This amendment will be funded from existing State Prop1B PTIMSEA grants, reserved for transit facility improvement projects.
