RECOMMENDATION
It is recommended that Council adopt the Fifteenth Amendment to the Fiscal Year 2025 Salary Resolution No. 2024-120, effective April 21, 2025, to:
• Amend the monthly salary step plan range for the Building Services Manager classification in Exhibit 14, Management Classes (CFMEA).
EXECUTIVE SUMMARY
In collaboration with the Planning & Development Department, Personnel Services is recommending to increase the monthly salary step plan range for the Building Services Manager job classification to align with the scope of duties, responsibilities, and qualifications for the position.
It is recommended that the salary step plan range for Building Services Manager be increased from Step A - Step I: $11,470 - $13,977 monthly to Step A - Step I: $12,945 - $15,772 monthly.
This action will not require additional appropriations by the department. The City has provided notice to the respective bargaining unit and has met its meet and confer obligation.
BACKGROUND
Personnel Services recommends modification to the pay range for Building Services Manager to reflect the duties and responsibilities of the classification. The Building Services Manager is an integral position within the Planning & Development Department and is responsible for the effective operations of the Building Services Division, including plan check and inspection services. This position serves as the City Building Official in enforcing and providing interpretations of all state and local building codes. The incumbent ensures the life, health, and safety of the citizens of Fresno as it relates to the construction, use, and occupancy of all structures, and will act as the Secretary to the Building Appeals Commission.
In recognition of the scope of responsibilities, which require certification as a Certified Building Official (C.O.) by the Council of American Building Officials (CABO) and serving as the Secretary to the Building Appeals Commission as required by California Building Code, it is necessary to increase the pay for this classification.
The City provided notice to the respective bargaining unit and has met its meet and confer obligation.
The City Attorney’s Office has approved the Fifteenth Amendment to Salary Resolution No. 2024-120 as to form.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act Guidelines Section 15378 this item does not qualify as a “project” and is therefore exempt from the California Environmental Quality Act requirements.
LOCAL PREFERENCE
Local preference is not implicated because this item does not involve public contracting or bidding with the City of Fresno.
FISCAL IMPACT
This amendment will not require any additional appropriations for Fiscal Year 2025.
