RECOMMENDATIONS

 

Staff recommends that Council authorize acceptance of $17,485 in grant funding from the State of California Department of Parks and Recreation for off-highway police motorcycles, authorizing  the Chief of Police, or designee, to execute all  required documents, and adopt the 13th Amendment to AAR No. 2015-104 to appropriate funding into the FY 2016 budget. 

 

EXECUTIVE SUMMARY

 

The State of California’s Department of Parks and Recreation has awarded $17,485 in grant funding to the City of Fresno Police Department to purchase two new off-highway police motorcycles for the Department’s Traffic Bureau Riverbottom Patrol.  The grant period begins July 2, 2015, and concludes June 30, 2016. 

 

BACKGROUND

 

The Riverbottom Patrol Officers are responsible for enforcing all off-highway vehicle violations and suppressing all other criminal activity in the undeveloped areas of the City of Fresno and the area surrounding the San Joaquin River.  These areas are inaccessible by traditional police patrol vehicles and require the use of specialized off-highway vehicles.  The department currently uses two 2009 Suzuki DRZ 400 dual-sport motorcycles. 

 

Grant funds will augment the Traffic Bureau’s Riverbottom Patrol by providing two new motorcycles designed specifically for off-highway enforcement functions.  The new dual sport motorcycles will be outfitted with the proper enforcement and safety equipment, such as lights and sirens. The grant requires a minimum cost share/match of 25%, however a slightly higher match of 31.5% or $8,043 is needed to acquire the motorcycles with all of the necessary equipment.   The match will be provided through utilization of the Fleet Management Replacement Funds.

 

ENVIRONMENTAL FINDINGS

 

This is not a “project” for the purposes of CEQA, pursuant to CEQA Guidelines Section 15378.

 

LOCAL PREFERENCE

 

Local preference is not applicable because authorizing receipt of grant funds is not a bid or award of a services contract.

 

FISCAL IMPACT

 

If awarded, funding for this program will have no impact on the City of Fresno’s General Fund.  The grant of $17,485 will be matched with $8,043 through utilization of the Police Department’s Fleet Management Replacement Funds. Total cost for the two new off-highway police motorcycles is $25,528.  This is a reimbursement-based grant with all expenditures reimbursed on a quarterly basis.
