Staff recommends Council authorize this Third Amendment to the Agreement with the Fresno Area Hispanic Foundation for the Small Business Façade Program adding $400,000 in additional funding and extending the term to December 31, 2025.
EXECUTIVE SUMMARY
The Small Business Façade Program (Program) was originally approved by Council on August 10, 2023 with an effective date of September 28, 2023. The Program has since been amended twice to extend funding deadlines. This third amendment would add $400,000 in additional funding to provide façade grants to qualified small businesses and non-profits located in the Downtown and Chinatown areas, with preference for businesses in the Infill Infrastructure Grant - Catalytic Qualifying Infill Area (IIGC) and extend the term of the agreement to December 31, 2025.
BACKGROUND
The Small Business Façade Program (Program) was originally approved by Council on August 10, 2023 with an effective date of September 28, 2023. The Program currently provides façade grants to qualified small businesses located in identified areas in Council Districts 1 and 4.
Since inception, the Program has been amended twice in an effort to extend the deadlines for funding allocations. To date, funding has been granted to 30 entities.
This Third Amendment would allocate an additional $400,000 to provide façade grants to qualified small businesses and non-profits located in the Downtown and Chinatown areas, with preference for those entities located in the IIGC. As well as extend the term of the Agreement to December 31, 2025.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, these recommendations do not qualify as a “project” as defined by CEQA.
LOCAL PREFERENCE
Local preference does not apply to this action because this is an amendment to an existing agreement.
FISCAL IMPACT
Funding for this amendment was allocated through the FY 2025 budget in the Economic Development Department’s general fund.
