RECOMMENDATIONS

 

Staff recommends that the City Council authorize the City Manager or designee to apply for a grant of up to $400,000 from the State of California Office of Traffic Safety and authorize the City Manager or designee to accept grant funds, execute the grant agreement, and sign all related documents on behalf of the City.

 

EXECUTIVE SUMMARY

 

The PARCS Department is seeking grant funding from the State of California Office of Traffic Safety (CA OTS) to provide bicycle and pedestrian safety programming throughout the City of Fresno. Grant applications are due by January 31, 2025.

 

BACKGROUND

 

Bicycle and pedestrian safety education is an important safety strategy identified in the City of Fresno Active Transportation Plan (2017) and prioritized by the City of Fresno Active Transportation Advisory Committee. To advance safety priorities, the PARCS Department annually seeks federal grant funding from the California Office of Traffic Safety to support bicycle and pedestrian safety education efforts which include educational booths, bicycle safety clinics or “bike rodeos”, after school activities, presentations, and community events. Education efforts are focused on reaching at-risk populations including seniors and youth.

 

In December 2024, the California Office of Traffic Safety released a grant solicitation for Fiscal Year 2026 grant funding, funding projects during the period of October 1, 2025 through September 30, 2026. Grant applications are due on January 31, 2025. Funding will be used for personnel, equipment, educational materials and safety supplies including but not limited to crossing guard kits, helmets, reflectors, lights, and other equipment.

 

This item has been reviewed by the City Attorney’s Office.

 

ENVIRONMENTAL FINDINGS

 

Pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15378, this item is not a project for the purposes of CEQA.

 

LOCAL PREFERENCE

 

Local preference is not applicable since this item will not include a bid or award of a construction or services contract.

 

FISCAL IMPACT

 

There are no match requirements and no impacts to the General Fund. If awarded, the grant funding will be amended into the PARCS budget.
