Approve a consultant services agreement with Kimley-Horn and Associates, Inc., to provide professional civil engineering consulting services for the reconstruction of Taxiway C and cross Taxiway C10 at Fresno Yosemite International Airport (FAT) in an amount not to exceed $1,006,000 (Council District 4)

RECOMMENDATION
Staff recommends Council authorize the Director of Aviation to execute a consultant agreement with Kimley-Horn and Associates, Inc., (KH) to provide design and related engineering services for reconstruction of Taxiway Charlie and cross Taxiway C10 at FAT.
EXECUTIVE SUMMARY
Reconstruction of Taxiway C and cross Taxiway C10 (Project) is necessary based on the results of pavement evaluations conducted as part of the Federal Aviation Administration (FAA) mandated Pavement Management Plan (PMP) for FAT. The Project will remove and replace existing pavements, lighting, markings and drainage facilities. KH will provide the professional engineering services necessary to design, bid and conduct construction administration for this work.
BACKGROUND
The FAA approved Airport Capital Improvement Program (ACIP) for FAT identifies a number of airfield related projects including the reconstruction of Taxiway C and cross Taxiway C10. The ACIP is FAA’s tool to ensure that projects are properly prioritized with regard to the safe and secure operation of the airport and to provide appropriate project funding. The prioritization of airfield projects at FAT is based on the FAA approved Airport PMP, which evaluates pavement conditions and life-cycle costs. This Project will address the next area of aged, deteriorating pavement scheduled for reconstruction at FAT.
Through a competitive Request for Qualifications (RFQ) process the Department invited civil engineering firms that could provide comprehensive full-service planning, design, construction document preparation, bidding support and construction administration to submit Statements of Qualifications. The Department issued a public notice in The Business Journal and on the Airport’s website for qualified firms and direct mailed the RFQ to all interested firms. Ten professional consulting firms responded to the RFQ and their qualifications were evaluated by a committee of four in accordance with the provisions of the RFQ and FAA regulations. The firms were rated based on the evaluations and three firms were selected for future service. Of those three firms, it has been determined by the Department that KH is most qualified to perform the Project.
The agreement has been approved by the FAA, which included review of the scope of work and associated fee. The agreement has also been reviewed and approved as to form by the City Attorney’s office.
ENVIRONMENTAL FINDINGS
This is not a “project” pursuant to CEQA Guidelines Section 15378.
LOCAL PREFERENCE
Local preference is not applicable to this project pursuant to Fresno Municipal Code 4-109(b)(3).
FISCAL IMPACT
The Taxiway C and cross Taxiway C10 Reconstruction Project is part of the Department’s ongoing commitment to ensure FAT remains operationally ready and is properly positioned for local and regional growth. Funding for this Project is provided by FAA (AIP) grants and Measure C Regional Transportation Program funds. The Project is included in the City’s FY 2016 budget. There is no impact to the General Fund from this action.
