Actions pertaining to service agreements for One Fresno Youth Jobs Corps Program between the City of Fresno (City) and Community-Based Organizations (CBOs):

RECOMMENDATION

 

Staff recommends the Fresno City Council approve the attached amendments to the agreement with The Downtown Association of Fresno which will extend the term of the agreement and increase compensation to cover additional services to be provided and approve no additional cost time extensions for Career Nexus, CMAC, Fresno EOC, and Poverello House.

 

EXECUTIVE SUMMARY

 

Five CBOs through service agreements with the City of Fresno, have provided work experience to members in the One Fresno Youth Jobs Corps Program at their worksite as the employer of record. The CBOs are Career Nexus, CMAC, Downtown Fresno Partners, Fresno EOC, and Poverello House. We will be extending the service agreements with all five CBOs until December 31, 2025. To provide services to this date, The Downtown Association of Fresno Partnership will need $81,970 in additional funds added to their agreement.

 

BACKGROUND

 

Since 2022, the City of Fresno has been awarded over $14.5 million in funding from California Volunteers through the Governor’s Office for the One Fresno Youth Jobs Corps program, which has now received multiple funding awards from California Volunteers. To date, this program has recruited, trained, mentored, and hired 520 of our most vulnerable youth (“members”) for jobs within the City and our various worksites, to prepare them for future career opportunities. A key component of the program is the availability of wraparound services to alleviate barriers to successful employment and help members to realize their potential, obtain on-the jobs training for entry level positions throughout City of Fresno departments, and earn a living wage. 

 

On January 11, 2024, Council approved the agreements to add more employment opportunities for youth. The other four CBOs which are in partnership with the One Fresno Youth Jobs Corps Program are in process of amending the same extension of time until December 31, 2025, although they have adequate funds. Members of the worksite programs have received valuable experience that they can take to future work opportunities.

 

ENVIRONMENTAL FINDINGS

 

By definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378 this item does not qualify as a “project” and is therefore exempt from CEQA requirements.

 

LOCAL PREFERENCE

 

Not applicable, these are amendments to existing service agreements previously awarded through the City’s bid process.  

 

FISCAL IMPACT

 

There is no fiscal impact to the General Fund. The Youth Jobs Corps Program is fully funded through a grant award from the California Volunteers, through the State of California Governor’s Office.
