Approve agreement with TAM+CZ Architects, Inc., of Fresno, CA in the amount of $98,500 with a not-to-exceed contingency amount of $10,000 for the design of plans and general construction contract documents for the City Hall Elevator Modernization Project (Council District 3)

RECOMMENDATION
Staff recommends that the City Council approve the agreement with TAM+CZ Architecture Inc., (TAM+CZ) and authorize the Public Works Director or designee to execute on behalf of the City of Fresno an agreement with TAM+CZ of Fresno California, in the amount of $98,500 with a not to exceed contingency amount of $10,000 for architectural services for the City Hall Elevator Modernization Project.
EXECUTIVE SUMMARY
The original elevators at City Hall are in need of modernization and major rehabilitation. Maintenance of these elevators has become increasingly more frequent, and substantially more costly as the life expectancy of these units has elapsed. TAM+CZ will develop plans and specifications to change out the machinery in order to give the elevators a safer, more reliable operation as well as modernize the passenger cars to meet the current standards of the Americans with Disabilities Act.
BACKGROUND
Located at 2600 Fresno Street, Fresno City Hall is a five story building with approximately 300,000 square feet. The building utilizes three (3) passenger elevators and one (1) service/freight elevator. The elevators are heavily used on a daily basis by various city staff and by the general public for conducting business on various floors at City Hall. The existing four (4) elevators were installed as part of the original construction in 1991 and are now 27 years old. Most elevators have an expected life cycle of about 20-25 years.
These elevator models in particular have become obsolete and their reliability has become an increasing issue in recent years. Maintaining and repairing the existing equipment on the elevators has become more and more problematic every year because parts that used to be readily available on local shelves have now become difficult to find. Mechanical and electronic equipment that used be delivered the same day now have to be ordered with lead times that put the unit out of commission for days instead of hours.
On September 6, 2017, staff published a Request for Qualifications inviting consultants to submit for services on an “as needed” basis for Facilities Management Division projects. TAM+CZ was selected as the most qualified firm to provide “as-needed” or “on-call” architectural services.
Staff recommends that the City Council approve the agreement with TAM+CZ for architectural services for the City Hall Elevator Modernization Project in the amount of $98,500 with a not to exceed contingency amount of $10,000 and authorize the Public Works Director or designee to execute the agreement on behalf of the City. The agreement has been approved as to form by the City Attorney’s Office.
ENVIRONMENTAL FINDINGS
This is not a project for the purposes of CEQA pursuant to CEQA guidelines section 1578(b)(5), as it is an administrative action that will not result in direct or indirect changes to the environment.
LOCAL PREFERENCE
Local preference was implemented; TAM+CZ is a local business.
FISCAL IMPACT
Funds for this agreement have been approved as part of the FY2018 Facilities Repair and Replacement budget. There will be no impact to the General Fund.
