RECOMMENDATION

 

Staff recommends approval of a consultant services agreement with Deol Data, Inc. in the amount of

$834,400 for professional aviation security systems planning and design services at Fresno Yosemite International Airport (FAT) and Fresno Chandler Executive Airport (FCH) and to authorize the Director of Aviation or designee to execute the agreement on behalf of the City.

 

EXECUTIVE SUMMARY

 

Command and control of the airport is required to enhance security response, keeping the traveling public safe while also providing security/safety information to our first responders. The current system will be upgraded and enhanced. The design effort for this Project will enable the Airport to meet the FAA and TSA security requirements that will allow for more secure operations and continued future growth at both airports.

 

BACKGROUND

 

The existing security systems at Fresno Yosemite International Airport was installed nearly 20 years ago and requires enhanced features.   The new system will provide and/or allow a rapid response to any future threats. Key components of the new system will include an access control system, CCTV high-definition cameras, video management system, and a badge credentialing system. Access control will ensure full coverage at FAT and connectivity with FCH. The video management system will provide sustainable coverage and the ability to evaluate video analytics that will support passenger safety.  Given the security implications of this project, drawings and specifications will be protected with the Sensitive Security Information (SSI) designation and only provided to those that have a need to know. The integrated system must ensure we are able to expand as needed, increase customer safety, and enhance our security posture.

 

Through a competitive Request for Qualifications (RFQ) process, the Airports Department (Department) invited security firms that could provide aviation security systems planning and design services to submit Statements of Qualifications. The Department published a public notice in The Business Journal, posted information on the Airport’s website for qualified firms and direct emailed the RFQ to all interested firms. Nine professional consulting firms responded to the RFQ and their qualifications were evaluated by a selection committee in accordance with the provisions of the RFQ and FAA regulations. It has been determined by the Department that Deol Data is most qualified to perform the security systems planning and design services for this project.

 

The agreement utilizes Standard Document FYI-S, pre-approved as to form by the City Attorney’s Office and used without modification as certified by Airports staff.

 

ENVIRONMENTAL FINDINGS

 

This is not a “project” for the purpose of CEQA pursuant to CEQA Guidelines Section 15378.

 

LOCAL PREFERENCE

 

Local preference is not applicable to this Project pursuant to Fresno Municipal Code 4-109(b)

 

FISCAL IMPACT

 

Funding for this project will be provided through passenger facility charges.
