RECOMMENDATION
Staff recommends the City Council approve Amendment No.1 to allocate $4,151,000 of Measure C Regional Transportation funds into the construction phase of the Peach Avenue - State Route 180 to McKinley Avenue project (Urban project, I-4); and authorize the Public Works Director or designee to execute the amendment on behalf of the City of Fresno.
EXECUTIVE SUMMARY
The I-4 Urban project, for Peach Avenue - State Route 180 to McKinley was amended into the Short-Term Regional Transportation Program spending plan in January 2024. The Council approved original funding agreement on February 1, 2024. Staff recommends the City Council approve Amendment No.1 to allocate $4,151,000 of Measure C Regional Transportation funds into the construction phase of the Peach Avenue State Route 180 to McKinley Avenue project (Urban project, I-4). Approval of the amendment will allow the project to proceed with construction phase of work.
BACKGROUND
The City of Fresno seeks to construct street improvements on Peach Avenue between State Route 180 and McKinley including repaving, installation of Class IV bike lanes, ADA upgrades, high-visibility crosswalks and a new traffic signal at Peach and Lamona.
In November 2006, the voters approved a 20-year extension of Measure C, the half-cent sales tax for transportation. On January 27, 2009, the Council adopted Resolution No. 2009-19 in support of the proposed Measure C Short-Term Regional Transportation Program. The program and associated handbook were approved by the Fresno Council of Governments (FCOG) on January 29, 2009, and in turn by the Fresno County Transportation Authority (FCTA) on February 18, 2009.
The I-4 Urban project, for the Peach Avenue between State Route 180 and McKinley was amended into the Short-Term Regional Transportation Program spending plan in January 2024. On February 1, 2024, the City Council approved the original funding agreement to begin the Preliminary Engineering phase of Work for the project. The project is now ready to proceed with Construction. The City, with the support of FCTA, desires to amend the Cooperative Project Agreement in the amount of $4,151,000, for a total increased agreement amount not to exceed $4,621,080, to allow the project to proceed further toward completion and to authorize the Public Works Director or designee to sign on behalf of the City of Fresno. The project is funded with Measure C Tier 1 funds and local Development Fees. The City will fulfill its commitment of using local funds for the 20% match requirement through the adopted FY2025 budget.
The City Attorney’s Office has reviewed and approved the amendment as to form.
ENVIRONMENTAL FINDINGS
This amendment approval is not subject to CEQA at this time.
LOCAL PREFERENCE
Local preference is not applicable to this agreement.
FISCAL IMPACT
This request will have no impact to the General Fund. The project is located in Council District 7. All project costs for construction will be paid using Measure C Regional Tier 1 funds and local funds appropriated in the adopted FY2025 budget.
