RECOMMENDATIONS

 

Staff recommends that City Council adopt a finding of Categorical Exemption pursuant to Class 1, Sections 15301(b)&(d) (Existing Facilities) and Class 2, Section 15302(c) (Replacement or Reconstruction) of the California Environmental Quality Act (CEQA) Guidelines for Sewer Rehabilitation in the vicinity of South Martin Luther King Jr. Boulevard and East Jensen Avenue (Project); award a construction contract to Emmett’s Excavation, Inc., in the amount of $979,125; and authorize the Director of Public Utilities, or designee, to sign the contract on behalf of the City of Fresno (City).

 

EXECUTIVE SUMMARY

 

Through a detailed analysis of the wastewater collection system, the Wastewater Collection Sewer Master Plan identified sewer pipes and appurtenances in need of rehabilitation and replacement.  The scope of work for the Project will correct sewer system structural deficiencies in the vicinity of South Martin Luther King Jr. Boulevard and East Jensen Avenue.  After a competitive bidding process, the Department of Public Utilities, Wastewater Management Division, is seeking to award a construction contract for the Project in the amount of $979,125 to Emmett’s Excavation, Inc.

 

BACKGROUND

 

The 2015 Wastewater Collection System Master Plan incorporated inspections of the City’s sewer system.  The goal of these inspections was to evaluate the structural and capacity handling capability of all sewer pipes within the City.  Through this investigation, various sections of sewer pipes were found to have structural deficiencies such as cracks and voids and some are past the design useful life.  The ages of the pipes in the Project area range from 58 to 70 years.  The typical design life of a sewer pipe is 50 to 75 years.  The advanced age and structural deficiencies discovered in these areas require that certain sections of the sewer pipes be rehabilitated.

 

The Project consists of the rehabilitation of sewer mains by means of Cured in Place Pipe liner installation in the following locations: 8-inch diameter sewer main along back yard property line between East Jensen Avenue and East Drummond Avenue running from South Martin Luther King Jr. Boulevard to South Bardell Street; 8-inch diameter sewer main along back yard property line between East Drummond Avenue and East Calwa Avenue running from South Martin Luther King Jr. Boulevard to South Bardell Street; 8-inch diameter sewer main along back yard property line between East Calwa Avenue and East Dorothy Avenue running from South Martin Luther King Jr. Boulevard to South Bardell Street; 8-inch diameter sewer main along back yard property line between East Dorothy Avenue and East Vine Avenue running from South Martin Luther King Jr. Boulevard to South Bardell Street; 8-inch diameter sewer main in South Tupman Street between South Dorothy Avenue and East George Avenue; as well as rehabilitation of the 8-inch diameter sewer main in South Bardell Street between East Dorothy Avenue and East George Avenue by means of full length removal and replacement.  Additionally, localized point repairs will take place in areas of severe damage at various locations along these sewer mains.  Sewer rehabilitation was proposed where capacity deficiencies, structural deficiencies, and advanced age of pipe were identified.  In total 4,626 linear feet of sewer main will be rehabilitated.

 

Plans and specifications were prepared for this Project.  A Notice Inviting Bids was published on January 6, 2020, and posted on the City’s Planet Bids website.  The specifications were distributed to six prospective bidders and faxed to eleven Builder Exchanges.  Two sealed bid proposals were received and publicly opened on February 4, 2020.  The bid proposals were $979,125 and $1,096,000.  The bid will expire within 64 days of bid opening, on April 8, 2020.

 

Emmett’s Excavation, Inc., was found to be the lowest responsive and responsible bidder with a bid amount of $979,125.  The staff determination was posted on the City’s Planet Bids website on January 6, 2020.  Staff recommends that City Council award a construction contract to Emmett’s Excavation, Inc., in the amount of $979,125.  Their bid price is 6% below the Engineers Estimate of $1,195,051.

 

ENVIRONMENTAL FINDINGS

 

Staff has performed a preliminary environmental assessment for this Project and has determined that it falls within Categorical Exemption pursuant to Class 1, Sections 15301(b)&(d) (Existing Facilities) and Class 2, Section 15302(c) (Replacement or Reconstruction) of the CEQA Guidelines, because this contract involves restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment.  Furthermore, none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this Project.

 

LOCAL PREFERENCE

 

Local preference was not implemented because the lowest responsive and responsible bidder is a local business.

 

FISCAL IMPACT

 

There is no impact to the General Fund.  This Project is located in Council District 3.  This Project is identified in the Wastewater Management Division’s five-year Capital Improvement Plan.  Funds in the amount of $1,677,000 for this Project are budgeted in the Fiscal Year 2020 Sewer Enterprise Fund 40501.
